CODIS Hits

As the DNA testing results are confirmed by the Wisconsin State Crime Laboratory (WSCL), any foreign DNA profiles identified are reviewed for eligibility to be uploaded into the Combined DNA Index System (CODIS). Click here for more information on CODIS in relation to the WiSAKI project. Profiles that are uploaded are searched against profiles already contained within the database. This matching process happens indefinitely as new profiles are constantly being added.

The SAKs with Hits dashboard displays the number and percent of SAKs with CODIS eligible profiles as well as the number and percent of SAKs that have had at least 1 CODIS hit. Depending on the selection, the map is shaded by either the percent of SAKs with CODIS eligible profiles identified or by the percent of SAKs with at least 1 CODIS hit. The darker the shading the higher the percentage. A breakdown of these results by county can be viewed by hovering the cursor over a particular county. Each SAK in this dashboard is only counted once.

The Statewide Hit Counts dashboard displays the number of total number of CODIS hits that have occurred. The map is colored by the total number of hits by county; the darker the color, the more hits that have occurred. By hovering the cursor over a county you can view more detailed information about the types of hits that have occurred from SAKs from that particular county. **A SAK can have more than one hit.

The SAKs with Hits to other States dashboard displays the states and the number of WiSAKI SAKs that have hit to other state's forensic or offender CODIS indexes. The number of WiSAKI SAKs with at least 1 hit to that states CODIS indexes can be seen by hovering over that particular state. **It is possible for a SAK to hit to more than one State, however that has not yet occured.

Not all sexual assault kits (SAKs) that had DNA testing will produce results (DNA profiles) that are eligible to be uploaded into CODIS. Only a subset of SAKs that identified foreign DNA will have foreign DNA profiles that are eligible for upload into CODIS. To see a breakdown of the testing results, please click here. As a result of the WiSAKI project's unique victim-centered approach, not all of the previously unsubmitted sexual assault kits (SAKs) are currently designated to be tested. Data Notes: Below are further details on how to interpret the CODIS hits in relation to the WiSAKI project.

*As the number of profiles in CODIS is constantly increasing, the number of hits also has the potential to constantly increase. These counts were last updated 4/7/2021.

 

 

CODIS Results

SAKs with Foreign DNA identified: DNA testing of the SAK identified DNA that was not from the victim.

SAKs with CODIS eligible profiles: A foreign DNA profile that was identified from the DNA testing of the SAK met the FBI’s eligibility criteria and was uploaded into CODIS.

% of SAKs with CODIS eligible profiles: Out of the total number of SAKs with foreign DNA identified, this is the percentage that were eligible to be uploaded into CODIS.

 

SAKs with a CODIS hit: The foreign DNA profile from the SAK that was uploaded into CODIS matched against another profile within CODIS. A SAK can have more than one CODIS hit. This number can continually change as hits can happen indefinitely into the future.

% of SAKs with at least 1 CODIS hit: Out of the total number of SAKs that had a profile uploaded into CODIS, this is the percentage that had at least 1 CODIS hit.

 

CODIS Hits

CODIS hits: The foreign DNA profile from the SAK that was uploaded into CODIS matched against one or more profiles within CODIS. A SAK can have more than one CODIS hit, so the total number of hits may exceed the number of SAKs with CODIS hits. This number can continually change as hits can happen indefinitely into the future.

A hit can be either a forensic hit or an offender hit.

Forensic hit: The foreign DNA profile from the SAK that was uploaded into CODIS hit against a profile in the forensic index. The forensic index contains evidentiary profiles from crimes and are connected to incidents or cases and not to specific individual people.

Offender hit: The foreign DNA profile from the SAK that was uploaded into CODIS hit against a profile in the offender or arrestee index. The offender and arrestee indexes contain DNA profiles obtained at the point of arrest or conviction and are connected to a named individual. For the purposes of this project, offender hits can be classified as cold or warm hits. This terminology and subclassification is different than current FBI/CODIS terminology.

Cold hit: The foreign DNA profile from the SAK hit against an offender or arrestee profile and that offender/arrestee was not named as a suspect in the case associated with the SAK.

Warm (confirmatory) hit: The foreign DNA profile from the SAK hit against an offender or arrestee profile and that offender/arrestee was named as a suspect in the case associated with the SAK.
