Linking EU budget revenue and policy objectives: public hearing on new own resources

The Committee on Budget held a public hearing against the background of the roadmap towards the introduction of new own resources. MEPs examined in particular the three new own resources which are expected to be subject of ‘sectoral’ and budgetary legislative initiatives in Q2 of 2021: the digital levy, the revised ETS and the Carbon Border Adjustment Mechanism.

These three initiatives each have an important role and function in the respective policy areas, and as potential revenue sources for the EU budget / Next Generation EU. The interaction, tension and perhaps also the synergies between the sectoral and the own resources will be examined on the basis of the input of external experts.

The experts who were heard are:
  • Mrs. Schratzenstaller from the Austrian Institute of Economic Research (WiFo),
  • Mr. Pisany Ferry from Bruegel and the European University Institute (EUI),
  • Mr. Saint-Amans from the OECD.
