In the initial selection for the FY 2025 H-1B cap, USCIS selected 114,017 beneficiaries, resulting in 120,603 selected registrations. This year, USCIS took measures to secure the H-1B registration process. Our initial data suggests that there were far fewer attempts than last year to gain an unfair advantage owing in large measure to the implementation of the beneficiary-centric selection process. Based on evidence from the FY 2023 and FY 2024 H-1B cap seasons, we have already undertaken extensive fraud investigations, denied and revoked petitions accordingly, and continue to make law enforcement referrals for criminal prosecution. We are reviewing the FY 2025 data for any attempts to gain an unfair advantage through the beneficiary-centric process. We will deny or revoke any petitions and make law enforcement referrals for criminal prosecution accordingly. We believe that the decreased filing rate for FY 2024 H-1B cap petitions and the decreased registration numbers for FY 2025 indicate that these investigations and the beneficiary-centric process have been effective integrity measures. The H-1B program is an essential part of our nation’s immigration system and our economy, and we are committed to implementing the law and helping meet the ever-changing needs of the U.S. labor market. Today we announced a final rule amending its regulations on the requirements and procedures for victims of human trafficking who seek T nonimmigrant status. The final rule reflects a victim-centered approach and will improve adjudicative efficiency, strengthen protections for victims, provide stabilizing benefits to victims, and improve program integrity. Yesterday was #NationalSuperheroDay! Did you know that many of the artists and authors who created iconic superheroes in the 1940s to 1960s were children of European-Jewish immigrants or immigrants themselves? Stan Lee, a creator of Marvel’s Spider-Man, the X-Men, and Thor, was the child of Romanian immigrants. Jerry Siegel, a co-creator of Superman, had Lithuanian parents. And Joe Shuster, also co-creator of Superman, immigrated to the U.S. from Canada, where his parents had settled after leaving Ukraine and the Netherlands.
