Basic Function

The current vacancy is in the Office of Economic Growth and Community Investment (EGCI). The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.


This position will audit and process bills and claims, post transactions, and balance and reconcile accounts in order to issue and receive payments and maintain appropriate accounting and bookkeeping records relating to county-wide or departmental accounting activities; to assist in assembling and analyzing data and budget information; to process personnel and payroll transactions, and to perform related duties as assigned. (This is the entry-level of this class series.   Experience at this level provides the opportunity to obtain the knowledge and proficiency of skills and abilities required for advancement to Account Specialist 2.)


Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two days per week are performed in an office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed

  1. Audit bills, claims, and related documents by recalculating and reviewing them to ensure the accuracy of transactions and conformance with relevant payment conditions. 
  2. Maintain general, control, and subsidiary books of account by posting and monitoring transactions, distributing charges, and calculating encumbrances. 
  3. Balance accounts by computing totals and comparing results to external controls in order to ensure the accuracy of accounts and to identify discrepancies.
  4. Reconcile account discrepancies by identifying errors, tracing errors to their sources, obtaining correct data, and entering corrections.
  5. Prepare payment documents such as accounts payable forms, purchase orders, requisitions, claims, and similar items to initiate payments.
  6. Create accounts receivable documents for billable items by calculating rates, collecting and compiling data, and preparing invoices.
  7. Receipt cash and electronic payments in appropriate departments.
  8. Prepare periodic reports to document transactions and budget conditions.
  9. Research costs for planned purchases by contacting potential vendors and analyzing information in terms of the best cost/benefit outcome.
  10. Prepare documents as needed for personnel and payroll transactions affecting departmental staff; assist in the coordination of insurance benefits for department employees.
  11. Maintain supplies of frequently used documents by monitoring their use and arranging for orders.
  12. Operate a computer in a Microsoft Office environment or other related equipment, scanner, copier, calculator, and telephone equipment in connection with account maintenance activities.
  13. Compose correspondence such as emails, letters, reports, and certifications in response to requests from the public and other county employees.
  14. Provide account information to appropriate employees or members of the public as requested.

Minimum Qualifications

Education: High school graduation or equivalent.

 

Experience: 

Account Specialist 1: One year of accounting/bookkeeping experience.

Account Specialist 2: Three years of accounting/bookkeeping experience. 


Substitution: 

Account Specialist 1: Completion of a recognized post-high school accounting program (equivalent to the 1-year course offered at St. Paul Community and Technical College) may substitute for the accounting/bookkeeping experience requirement.


Account Specialist 2: Graduation from a recognized 2-year Accounting /Bookkeeping program may substitute for two of the three years of experience required.  A Bachelor's Degree in Accounting/Bookkeeping or a related field may substitute for the three-year experience requirement.  However, a minimum of six months in the Account Specialist 1 classification or the equivalent will be required prior to being able to career development to the Account Specialist 2 classification. 


Certifications/Licensure: None.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training & Experience Rating = 100%
The examination for Accounting Specialist  1-2.   will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire.  Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on the answers - do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.

Eligible List:  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as an Accounting Specialist 1-2. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for one month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list. The names of all applicants who score in the top 20 will be forwarded to the department for further consideration.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
