Duties

Major duties include, but are not limited to the following:

  • Develops procurement plans. Compiles bidder's list.
  • Prepares and issues letters and solicitation documents, selects and ensures that appropriate clauses are included and that specifications are clear and complete.
  • Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions and other requirements stated in the contract.  Follows up on contract problems such as non-performance, inadequate performance, failure to meet contract provisions, etc. Prepares termination files for use in contract termination.
  • Purchases standard supply items, such as, office supplies, equipment and repair and alterations services.  Reviews mandatory sources.
  • Reviews all financial documents for proper coding, inputs procurement data, corrects errors, conducts data searches for records, and retrieves reports from FMIS, Pegasys, and other financial reports.

  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-5 salary range starts at $38,586 per year; GS-6 salary range starts at $43,012; and GS-7 salary range starts at 47,797. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

GS-5

To qualify, you must demonstrate at least one year of specialized experience equivalent to the GS-4 level in Federal service. Specialized experience is experience providing clerical or technical support work for the procurement process. Such experience may have included establishing and maintaining purchase or contract files, notifying vendors of determinations, reviewing procurement documents for completeness, etc. or completed 4 years of education above the high school level.

This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school; or equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.

GS-6 

To qualify, you must demonstrate at least one year of specialized experience equivalent to the GS-5 level in Federal service. Specialized experience is experience performing technical support work for the procurement process. Such experience may have included assembling, reviewing, and maintaining procurement files related to complex contracts; monitoring contractor performance and recommending corrective action; monitoring compliance with contract terms; and/or preparing modifications to contracts.

As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

GS-7

To qualify, you must demonstrate at least one year of specialized experience equivalent to the GS-6 level in Federal service. Specialized experience is experience developing milestones for solicitation issuance, bid opening, prenegotiation meetings, and award dates; reviewing and analyzing procurement documents; and reconciling contractual documents and databases.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered. 

  • Knowledge of purchasing and requisitioning methods used to obtaining services and supplies;
  • Knowledge of procurement procedures and techniques to carry out recurring assignments involving use of formal advertising methods;
  • Ability analyze data; and
  • Ability to compile and extract data using an automated system and prepare reports.
