Our Human Resources Division is needing a full-time/permanent LMS Administrator and eLearning Developer. As the agency's lead subject matter expert for the enterprise Learning Management System (LMS) and an eLearning developer, this position directly impacts the efficiency of agency-wide training and the growing use of online training methods.

Your organizational skills will be crucial as you act as the program manager and primary system administrator in the LMS upgrade while ensuring it is customized to fit the needs of ESD. As a self-starter, you'll be relied upon to oversee the advancement and deployment of processes and training while working closely with internal divisional contacts, communications, and IT representatives on performance issues.

What a typical day looks like:
  • Coordinate with the LMS Project Manager, Organizational Change Manager, and other stakeholders and customers related to the LMS Upgrade project. 
  • Act as the liaison between agency and Department of Enterprise Services to report system errors and system enhancements.
  • Attend state level LMS meetings.
  • Perform training data administration tasks related to LMS,
    • Learner system access administration;
    • Course and class creation and maintenance;
    • Employee training profile administration;
    • Processing of training notices and rosters;
    • Creation of employee learning plans, mass and automatic training assignments;
    • Developing ad hoc training reports and report analyses.
  • Enroll Learners into LinkedIn Learning, coordinate with finance and DES regarding licenses.
  • Assist eLearning development efforts to ensure all content currently in the LMS transfers over seamlessly to the new LMS.
  • Ensure eLearning and online training curricula are compliant with Section 508 of the Rehabilitation Act and the Office of Chief Information Officer Policy #188, thus, providing accessibility to all staff and minimizing agency and state liability.
  • Use eLearning tools such as Articulate and Camtasia to create interactive training deliverables.

Qualifications

Required Qualifications:

  • Experience managing large projects with multiple stakeholders
  • Critical Thinking 
  • Demonstrated skill administering a training record and registration system such as the WA-state learning management system
  • Experience in training facilitation and curriculum development
Desired Qualifications:
  • Expert Experience with the Washington State LMS system as an Agency Administrator, Training Manager, Instructor, or User Manager.
  • Experience with Articulate Storyline or Camtasia eLearning software and demonstrated knowledge of curriculum design, demonstrated skills in instructional design
  • The ability to pull reports and analyze data in order to provide answers or tell a story

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
