Toolkit for Assessing Learning Changes After Spring 2020 COVID-19 School Closures

Regional Educational Laboratory (REL) Midwest created this resource in partnership with the Ohio Department of Education (ODE) to help public school districts better understand how their students are faring after widespread school closures resulting from the COVID-19 pandemic.

This toolkit is a step-by-step guide for districts that want to:

  • Learn where learning changes may have occurred.
  • Understand how to use that knowledge to inform decisionmaking.
  • Identify next steps for future analysis and planning.

This toolkit is designed with district-level researchers or research teams in mind. Its modular design provides the information necessary for all districts to engage in some form of data collection and analysis as appropriate for their level of statistical expertise.

In addition, REL Midwest led trainings to provide Ohio regional data leads, who are tasked with supporting districts in data use, and other district-level data analysts with guidance on using the toolkit to understand how to use district data and collect new qualitative data to assess changes in student learning. District administrators, in turn, can use the findings of the resulting analyses to target resources to student subgroups most impacted by the school closures and to better understand the needs and experiences of students, families, and educators.
