Discrimination against pupils in Catalonia who have Spanish as their mother tongue

Fundamental rights organisations in Spain have complained that the amendment agreed between the parliamentary groups PSOE, Unidas Podemos and ERC on the draft Organic Law amending the Law on Education will lead to the abolition of Spanish as a teaching language, leading to discrimination against pupils who have Spanish as their mother tongue.

From a national point of view, this infringes the constitutional right to be educated in one of the official languages, which Spanish is. Furthermore, it infringes the fundamental rights of children as set out in the Universal Declaration of Human Rights (Articles 2, 7, 15 and 26), the UNESCO Declaration of the Rights of the Child (Articles 2, 3, 28 and 29) and, consequently, Article 21 of the EU Charter of Fundamental Rights.

Does the Commission intend to take these facts into account in its next report on compliance with the rule of law in Spain?
