OVERVIEW:
The Veteran Outreach & Resource Programs Request for Proposals (RFP) seeks to allocate VSHSL funds to qualified agencies to provide outreach and resources to King County veterans, military servicemembers, and their respective families who will benefit from connection to and provision of community resources.

This request is open to for-profit and nonprofit organizations, community-based organizations, tribes and tribal organizations and public or governmental agencies serving communities in King County. Small nonprofit, community-based Black, Indigenous, and other communities of color-led organizations are encouraged to submit proposals.
Eligible Applicants must meet the following minimum qualifications:
Currently serve veterans in King County as part of their client base, have a demonstrated history of serving veterans, or have a clear plan to build capacity and cultural competency to provide the eligible services outlined in the scope of work.
Submit a timely application within the scope of work of this RFP as outlined in Attachment A, Section II. C., RFP OVERVIEW: The Request.

Final selection of awardees will be made by King County division and department directors based upon recommendations from the review panel and equity and geographic considerations to ensure services are responsive to funding priorities and community need. DCHS reserves the right to make such selections based on the best interests of King County, and as a result, may not select the highest scoring or lowest cost proposals for award, and will execute contracts based upon the final selections.

If not currently serving this population, provide your clear plan to build capacity and cultural competency to provide eligible services.

3. What provider-designated veteran population(s) do you propose serving, and what is your experience serving this designated population? How are they similar or different from clients you typically serve? Answers should consider both specific geographic communities/populations and identity-based communities.
4. How will you outreach and engage with your designated veteran population(s), assess their needs and desired services, and facilitate effective referrals to community-based and veteran services, when appropriate? Which services and resources will be provided by your agency?
5. Describe how you will assess needs, provide referrals, and what other practices you propose to connect veterans to services that you believe are effective components of your program model?
Partnerships and Collaboration
6. Describe your agency’s history working in active collaboration with community partners – particularly times you worked with partners to mutually support clients, client outcomes, and financial or in-kind resources? Share why this would be valuable to the populations you propose to serve.
7. Describe your agency’s history in collaborating with veteran community partners, including King County Veterans Program (KCVP), Department of Veteran Affairs (VA), and Veterans, Seniors, and Human Services Levy (VSHSL)-funded programs to serve veterans, military servicemembers, or their families. Please include the names of organizations you collaborated with and the outcome(s) of such collaborations.
Equity and Social Justice
8. Describe the systemic barriers to service and inequitable outcomes experienced by the designated veteran population(s) identified in your proposal. How does this program reduce those barriers to ensure equitable access to services and outcomes?
9. Describe how accessibility for persons with disabilities (visible and invisible) informs the design and delivery of your programs. How does your organization identify accessibility needs and gaps in meeting these needs in the community?
10. King County declared racism a public health crisis on June 11, 2020. This declaration recognizes that governments need to dismantle centuries of systemic racism. Equitably investing in Black, Indigenous and People of Color communities works to undo this systemic harm. Partnerships with organizations that lead with equity, race and social justice (ERSJ) are vital.
Describe how your organization and program will partner with the VSHSL to reach the ERSJ goals of King County.
11. How are ERSJ values reflected in your organization’s employment practices (i.e., recruiting, hiring, retention, etc. How does your staff reflect the lived experience of the community you plan to serve through this program? If your staff does not currently reflect the community you plan to serve, please describe the steps you are taking to create more inclusive representation of the designated population identified in your proposal.
Budget and Fiscal
12. Please provide a detailed proposed 12-month budget. We ask that you think holistically and realistically about the costs associated with your proposed program model including any ramp up time that may be needed before providing services. See the provided budget template in Attachment C. We understand that exact costs related to things such as collaborations, data collection and evaluation may depend on extenuating circumstances and as such may not be currently known. We ask that you do your best to estimate these costs in your proposed budget knowing you will have an opportunity to adjust accordingly during the contracting process, should your program be funded. You may upload a proposed budget using the provided template or a substantively similar version. If you would like to include a narrative to accompany your budget, you may do so.
13. Have you ever contracted with King County or received other public funding? If so, please list awards in the past six years.
14. Describe how you intend to manage public funds should you be awarded VSHSL funding. Please also describe how you intend to manage public funds should you be awarded VSHSL funding, including the organization’s ability to produce a detailed general ledger separated by fund source. If this is your first time managing public funds, do you anticipate needing capacity building (CB) supports from VSHSL? (If so, please indicate this in Summary Question #6.)
15. Describe any audit findings or concerns during the last 24 months as well as the resolution of each (this can be a financial statement audit, federal single audit, monitoring site visit by King County or another federal, state or local agency). If there was a summary report of the outcome produced for any audit, please upload this report to the Required Documents tab in ZoomGrants.
16. Explain how your organization handles its finances. How do you make sure your accounting follows good practices and that there are checks in place to prevent errors or misuse of funds? If your organization is new or just starting out, describe how you plan to set up these financial systems. Will you use experienced staff in-house, out-source the work, or do you anticipate needing CB supports from VSHSL? (If so, please indicate this in Summary Question #6.)
Data Collection
17. Describe your organization’s capacity to collect and report data to King County. If your organization currently uses that data for CQI, please give examples (i.e., type of data, systems used to collect, how it informed programming, etc.). If your organization has not used data for CQI previously, please give examples of ways that you would like to use data to inform programming in the future. Do you anticipate needing CB supports from VSHSL to support data collection and reporting? (If so, please indicate this in Summary Question #6.)
