Through evidence-based policy, the Office of Asset and Transportation Management helps agencies make better decisions that enable effective and efficient government-wide asset and transportation management. The Travel, Relocation, Mail & Transportation Division establishes and delivers policy for the efficient movement of people, property, and mail.
As a Policy Analyst, you will set policy direction, interpret, develop and implement new and existing policies for the various functions of the office, including program management, business and IT relationships management and portfolio management/development.
A Policy Analyst:
Represents the organization and its interests in meetings with other organizations to obtain all viewpoints regarding proposed policies and policy updates. Maintains continuing relationships with managers and employees and Federal officials on all matters related to the organization’s role in implementing program policies in support of the mission. Prepares formal presentations, written narratives, and policy analyses for a range of purposes; mentors, coaches, and assists other staff and stakeholders and customers on policies and procedures; and effectively presents complex information and/or controversial recommendations to decision-makers.
Identifies policy related to implementation of changes or new products and services; and develops recommendations and strategies for addressing new requirements or changes. Responsible for the leadership, innovation, governance, and management necessary to identify, evaluate, mitigate, and monitor policy across all program and project areas, ensuring policy updates from the program/projects occur in accordance with established processes and procedures. Identifies problem areas, defines the nature and scope of the problem, considers possible study approaches assumptions to be used; and objectives sought; and recommends alternatives or solutions for resolving issues.

The GS-13 salary range starts at $99,172.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as implementing an enterprise-wide change management program; analyzing current business processes; measuring, monitoring and providing feedback on results to ensure the achievement of agency goals; and conducting complex analytical studies which inform management and identify actual or potential problem areas affecting program operations.
