This collection features resources that can be adapted for local settings; specific guidance on offering harm reduction, recovery housing, and culturally appropriate mental health and peer support services during the pandemic; and links to websites that provide high-quality information, data, and/or examples for policymakers and community leaders to adopt.

Peer Support Toolkit


This interactive toolkit from the Philadelphia Department of Behavioral Health and Intellectual Disabilities Services is intended to support organizations that are hiring (or planning to hire) peers into new support roles. The toolkit discusses considerations for preparing the organizational culture for adding peer support services, recruiting and hiring peer staff, creating effective service delivery of peer support services, and supporting, supervising, and retaining peer staff. The toolkit also includes helpful, interactive worksheets and checklists that support the implementation of each set of considerations.

Building an Organizational Culture That Values Law Enforcement Diversion


This 3 page guide from the Comprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) discusses building an organization culture that values law enforcement diversion programs for individuals with substance use disorders. The guide defines 3 key elements for creating a culture within law enforcement agencies that supports and values pre-arrest diversion programs: effective communication, clear policies and protocols, and training and provides strategies for implementing these key elements. Accompanying this paper is a slide deck and link to a webinar presenting the guidance.

Principles of Harm Reduction


This educational resource from the Harm Reduction Coalition provides a 2-page description of the principles of harm reduction. The handout outlines 8 key ideas that are key to the harm reduction practice, and discusses key concepts in understanding the risk, mindset, and setting that can be considered when understanding what might promote or reduce risk for an individual.
