To honor the achievements of Frank Borden, FEMA Region II is partnering with the State of California and the National CERT Association to host a nationwide webinar on the Past, Present, and Future of CERT.
Join us as we start by celebrating the memory of Frank Borden, the “Father of CERT”. April 7, 2021 marks the passing of Frank Borden, the “Father of CERT”. Frank led the creation of the CERT program in 1985, graduating the first class of community members in 1986. As the deputy Fire Chief at the Los Angeles City Fire Department, Frank led the development of the volunteer training program now known as the Community Emergency Response Team (CERT). Several members of the Los Angeles City Fire Department that worked with Frank on the development of the CERT program will recount their behind the scenes story about creating this program and what he early years were like.
This will be followed by presentations from FEMA and other CERT leaders on the current landscape of the CERT program.
We will end the webinar with presentations that discuss where the CERT program is going and what we can look forward to.

Who should attend? Whole community partners, particularly CERT Program Managers, CERT Instructors, CERT volunteers, and anyone else with an interest in CERT.

FEMA works to ensure equitable access for all to any services and programs that are provided by the agency. If you need a reasonable accommodation, please make your request in an email to fema-r2-prepares@fema.dhs.gov. Last minute requests will be accepted, but may not be possible to fulfill.
