Due to current testing space limitations, candidates may need to travel to a test site to take this examination. Candidates will be notified of their test site location on their admission notice.

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,087 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,543 annual mid-Hudson adjustment.

Either 1. six years of experience administering or analyzing disability, aging, health, or social services programs for older adults and/or people with disabilities;

Or 2. an associate degree in an appropriate human services field* and four years of experience listed in #1;

Or 3. a bachelor?s degree in an appropriate human services field* and two years of experience listed in #1;

Or 4. a master?s degree in an appropriate human services field* and one year of experience listed in #1.

For Exam No. 26-996:

Either 1. seven years of experience administering or analyzing disability, aging, health, or social services programs for older adults and/or people with disabilities;

Or 2. an associate degree in an appropriate human services field* and five years of experience listed in #1;

Or 3. a bachelor?s degree in an appropriate human services field* and three years of experience listed in #1;

Or 4. a master?s degree in an appropriate human services field* and two year of experience listed in #1.

For Exam No. 26-997:

Either 1. eight years of experience administering or analyzing disability, aging, health, or social services programs for older adults and/or people with disabilities. In addition, at least one year of the eight years of experience must have been in a supervisory capacity;

Or 2. an associate degree in an appropriate human services field* and six years of experience listed in #1;

Or 3. a bachelor?s degree in an appropriate human services field* and four years of experience listed in #1;

Or 4. a master?s degree in an appropriate human services field* and three year of experience listed in #1.

*Appropriate degrees include, but are not limited to, the following human services fields: audiology, case management, community mental health, community services, counseling, education, family development, family studies, gerontology, health administration, hospital administration, human development, human services, health services administration, mental health counseling, non-profit administration, nutrition, occupational therapy, physical therapy, psychoanalysis, psychology, public administration, public health, rehabilitation counseling, social policy, social work, sociology, speech and language pathology, speech communication, and therapeutic recreation.

Example of non-qualifying experience includes but are not limited to: providing direct care and/or support services, such as those normally provided by direct support assistants, therapy aides and nursing assistants.

The Positions: These positions exist in the New York State Office for the Aging and are located in Albany.

Duties

As a Long-Term Care Systems Specialist 1, you would help provide technical assistance; recommend policy and program development and evaluation methodologies; maintain databases, analyze data and create data and information charts; and help manage contracts to State and local NY Connects programs related to long-term services and supports and Aging and Disability Resource Centers. You would also maintain a working knowledge of programs administered by NYSOFA and other state and local agencies that provide long-term services and supports, work collaboratively with staff who administer these programs, and complete special projects as assigned.

As a Long-Term Care Systems Specialist 2, you would administer all the same programs as a Long-Term Care Systems Specialist 1, and would supervise staff who provide technical assistance, conduct program development and evaluation, approve program payments, conduct policy analysis, make recommendations for long-term care reform, and undertake contract management to State and local New York Connects programs and advance new reforms to programs related to long-term services and supports and Aging and Disability Resource Centers. This may include managing and monitoring local New York Connects programs to verify deliverables and compliance with program standards, writing, implementing, directing, and coordinating federal grants; evaluating funded projects for compliance with program goals, objectives, contract provisions, and budgetary expenditures; drafting required reports; and delivering trainings and presentations to facilitate local and state level grant initiatives.

As a Long-Term Care Systems Specialist 3, you would, under the supervision and direction of the Assistant Director, Office of Aging Programs, direct and manage staff, provide guidance in the development, implementation, oversight, and monitoring of the New York Connects program and assist in the development of policies related to streamlining and improving access to long-term services and supports. You would negotiate complex federal and state program and policy directions; write federal, State, and local grants; coordinate, develop, and implement other long-term care related projects such as Aging and Disability Resource Centers grants and Medicare Improvements for Patients and Providers Act (MIPPA). You would supervise staff and provide overall direction for innovative initiatives advancing long-term services and supports; provide administrative supervision, oversight, and direction to New York Connects team and local program staff; work with Long-Term Care Councils to improve and enhance long-term services and supports across the state, and locally; and represent NYSOFA at external meetings with other state agencies and organizations.

To be considered for appointment to this title, you must pass the multiple-choice test. The multiple-choice test evaluates your knowledge, skills, and/or abilities in the following areas: For Examination Numbers

1. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. XXX
2. Understanding and interpreting tabular material -These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone. XXX
3. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic. XXX
4. Program planning and evaluation - These questions test for knowledge of basic concepts and techniques essential to the planning/evaluation function. Questions cover such areas as common strategies for identifying and articulating goals/objectives and establishing priorities; basic quantitative methodologies for establishing standards, analyzing data and making projections/forecasts; and basic concepts involved in the systems approach to administrative analysis. The questions do not require any substantial manipulation of data, nor do they require formal preparation in planning/evaluation or quantitative methods.  XX
5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.   X

Your final score must be 70 or higher to pass. Your final score on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits.

Admission To The Test: If approved for a multiple-choice test, you will receive an admission notice which will indicate your assigned test date and the way your test will be administered. Your test may be administered with paper and pencil or online at a state test site using a state-provided Chromebook. You cannot request to change your scheduled day or request a specific type of test administration.

The Department of Civil Service and other state agencies will communicate with you through email correspondence. This may include the notification of your test arrangements, examination results, and canvassing you for interest in appointment.
