Press Conference on the EU Recovery Fund


At 13:00, Siegfried Mureșan (EPP, Romania), Eider Gardiazabal Rubial (S&D, Spain) and Dragoș Pîslaru (Renew, Romania) will hold a press conference on their negotiating position for talks with member states on the Recovery and Resilience Facility. First Voting Session

The first voting session lasts from 09:00 to 10:15.


MEPs cast their final votes on


  • the EU4Health Programme, part of the EU Recovery Plan, which aims to tackle cross-border health threats, making medicines available and affordable, and strengthening and rebuilding resilient health systems;

  • the Sustainable Investment Plan, which helps to allow a smooth transition to a carbon-neutral EU in 2050, reducing economic and ecological disparities between member states, boosting competitiveness and creating sustainable and high-quality jobs.

Results will be announced at 12.45.



Second Voting Session


The second voting session lasts from 14:00 to 15:15.


MEPs vote on


  • a resolution on the impact that national measures taken to tackle the COVID-19 pandemic have had on EU values. MEPs are set to say that some of these measures pose a “risk of abuse of power” and must be necessary, proportional, time-limited and subject to democratic scrutiny;



  • Parliament´s position on the InvestEU Programme, aiming to generate almost €700 billion in investments during 2021-2027 and bringing together the various EU financial instruments currently available. InvestEU will consist of the InvestEU Fund, the InvestEU Advisory Hub and the InvestEU Portal.
