The Office of Design and Construction (ODC) provides national leadership in the design and delivery of public buildings. Our team supports GSA’s regional offices in new construction, major modernization, and other capital projects, from pre-planning through commissioning.
Supervisory Project Manager:
- Develops current, short, and long-range plans, policies, goals and objectives for the conduct of PBS activities and programs in the division's organizational components Work includes developing and managing initiatives to support PBS with technical expertise and capabilities in all of the functional areas, including providing design services and architect/engineer capabilities for specialized operations including mechanical operations and concessions construction projects; providing or overseeing project management for major repair, alterations, construction, etc. projects; and providing fire and safety code compliance, program management laws, codes and policies interpretations to project review, including providing environmental management capabilities.
- Exercise leadership, oversight, mentoring and management of one of three teams who provide project development and management. In this capacity, is involved in managing, directing and coordinating the delivery of various products and/or services in support of Federal agencies occupying Federally owned and/or leased buildings. Directs, coordinates and integrates the work of a cross-functional staff performing a variety of work related to construction, renovation and repair of government buildings.
- Develops comprehensive and detailed project plans including methodology, resource requirement, timelines, priorities and budget impact. Acquires and manages fiscal resources for each capital development initiative. Directs and performs budget planning and execution to support each step in development. Establishes evaluation criteria, and measurements to assess projects on an ongoing basis.
- Provides guidance and oversight in the development of project cost estimates to achieve the goals of the master plan. Prepares timelines for project completion, implementing a system for review, control, and reporting on project status. Determines which phase of the project will be performed in-house or by contract.
- Represents PBS and the NCR at high level conferences and meetings with representatives of Client Agencies, HQs GSA and private industry on matters pertaining to the aspects of the teams overseen. Participates in interagency technical planning and standards committees, and seminars of national and international importance. Decisions and commitments can be binding and have a far-reaching effect in view of the major significance of the Real Property Program. Collects and analyzes customer feedback on projects, services and daily operations. Takes responsive measures to make improvements, correct deficiencies or enhance services.
