Building Management Specialist, you will provide property management services in both federal and/or lease locations to ensure customer agencies are housed in safe, secure, clean facilities. Position is located in the Public Buildings Service, Service Center Division, Boston, MA. Property management services include operational, technical, administrative, customer service, and analytical functions.

The GS-11 salary range starts at $71,274 per year, the GS-12 salary range starts at $85,428 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service.
Specialized experience is experience assisting in the management of a multi-level commercial office building (or equivalent non-housing high rise building) consisting of building mechanical system (i.e., HVAC, alarm systems, elevators, etc.). This experience typically includes:

You have a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

You may qualify based on a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

Advanced skills in interpersonal relations and in written and oral communications required to explain, evaluate and negotiate client and technical operating requirements; coordinate work efforts and negotiate resolutions to problems; present information and conduct town hall meetings, tenant interviews and discussions in a concise and professional manner; knowledge of customer relations and conflict resolution sufficient to develop and maintain a high level of customer satisfaction in the building(s) managed.
Knowledge of quality assurance and quality control methods and standards, inspection and evaluation procedures and issue resolution required to ensure optimal contract performance.
Knowledge of the property management industry, including private sector leasing protocols and practices involving facility operations and systems; comprehensive knowledge of technical operating and customer-focused strategies required to create a facility environment that exceeds customer expectations, within established operating and financial parameters contractually determined by the lessor(s).
Technical knowledge of building operations and maintenance, including Federal and industry operations and maintenance best practices; major systems and equipment such as HVAC, controls, mechanical, electrical, plumbing, roofing, structural, elevators, and renewable energy systems and how they contribute to whole building energy and water use; programs such as commissioning, building returning and continuous commissioning, energy and water efficiency, sustainability, zero environmental footprint and related energy goals, custodial, waste management and recycling; art and historic preservation; space alterations; safety, emergency management, environmental management and concessions.
Additional assessments may be used, and, if so, you will be provided with further instructions. If you are eligible under Interagency Career Transition Assistance Plan or GSA’s Career Transition Assistance Plan (ICTAP/CTAP), you must receive a score of 85 or higher to receive priority.
