Resolution:
BE IT RESOLVED, that Agreements CM00000714 with Quality Design LLC, CM00000718 with This N That Remodeling LLC, CM00000711 with Canfield Creations LLC, CM00000716 with J Lewis Building & Remodeling LLC, and CM00000713 with Snappy Construction Inc to provide lead hazard reduction and healthy homes mitigation services during the period March 1, 2021 through December 31, 2022 in an amount not to exceed $400,000 per agreement; and Agreements CM00000715 with Lindee Construction Services Inc. and CM00000717 with Jamek Engineering Services Inc. to provide lead hazard reduction and healthy homes mitigation services during the period March 1, 2021 through December 31, 2022 in an amount not to exceed $100,000 per agreement be approved; that the Chair of the Board be authorized to sign the agreements on behalf of the county; and that the Controller be authorized to disburse funds as directed.
Background:

History: The Hennepin County Board authorized Agreement A199825 with HUD accepting Lead Hazard Reduction Grant Funds (CFDA 14.900) in the receivable amount of $5,600,000 during the period November 1, 2019 through July 1, 2024 (Resolution 19-0423). The grant will facilitate the testing of at least 400 housing units and create at least 350 lead-safe housing units.

 

In November 2020, the county issued a Request for Qualifications (RFQ) seeking licensed lead abatement contractors meeting established minimum qualifications. Selected firms, as identified herein, will form a pool of eligible lead hazard remediation contractors to bid on individual lead reduction projects through a rotation process as the projects are identified. Sixteen contractors were selected for contracts as a result of the RFQ process. Nine of the 16 contracts are going through the Request for Administrative Approval process (RAA) and are listed below:

  • Bear Claw Construction, LLC
  • Water Hill Remodeling, LLC
  • Trask Construction Services Inc.
  • JD Roofing & Construction Inc.
  • Kline Family Caretaking LLC
  • Uskoa LLC
  • Kailer Construction Corporation
  • Addoun Bros Construction Co.

 

The remaining seven contracts, which are the subject of this request, exceeded the $100,000 limit for the RAA process when the contract total was combined with previous payments during the past 365 days. Five of the contracts are larger for contractors who are already in the current bidding pool and have a proven track record of performance.

 

The RFQ will be reissued annually to allow new contractors into the program, enhancing competition and building a broader base of lead hazard remediation service providers.

 

Current Request: This request is for approval of Agreements CM00000714 with Quality Design, LLC, CM00000718 with This N That Remodeling LLC, CM00000711 with Canfield Creations LLC, CM00000716 with J Lewis Building & Remodeling LLC, and CM00000713 with Snappy Construction Inc to provide lead hazard reduction and healthy homes mitigation services during the period March 1, 2021 through December 31, 2022 in an amount not to exceed $400,000 per agreement; and Agreements CM00000715 with Lindee Construction Services Inc. and CM00000717 with Jamek Engineering Services Inc. to provide lead hazard reduction and healthy homes mitigation services during the period March 1, 2021 through December 31, 2022 in an amount not to exceed $100,000 per agreement.

 

Impacts/Outcomes: Approval of this request will create at least 150 lead-safe and healthy housing units in Hennepin County.
