Draft Flood Risk Management Plans

The Environment Agency is consulting on draft Flood Risk Management Plans (FRMPs) for 3 months from 22nd October 2021 to 21st January 2022.

FRMPs are statutory documents under the Flood Risk Regulations 2009. They must be reviewed and updated by the Environment Agency and West Sussex County Council, as Lead Local Flood Authority, every 6 years. The first FRMPs were published in 2016 - they contained actions to manage flood risk across England between 2015 and 2021. It is now time to update and consult on a new set of plans to cover the period from 2021 to 2027. The Environment Agency has been working with West Sussex County Council and other risk management authorities to produce the plans.

FRMPs are strategic plans that set out measures (actions) to manage significant flood risk in nationally identified Flood Risk Areas. Flood Risk Areas were identified in 2017 for surface water flooding and in 2018 for main river and sea flooding. Within West Sussex, there are Flood Risk Areas in Worthing and Crawley, both of which are identified because the risk of flooding from surface water is significant nationally. As Lead Local Flood Authority, West Sussex County Council has worked with the Environment Agency to produce the FRMP for these areas.

The consultation pages on the Environment Agency’s online consultation hub give you access to:

  • a National Overview document (Part A)
  • each of the 10 regional FRMPs (Part B)
  • Strategic Environmental Assessments
  • Flood Plan Explorer – a new online map-based tool for viewing measures (actions)

The relevant Part B documents for West Sussex are those for the South East River Basin District (for the Worthing Flood Risk Area) and the Thames River Basin District (for the Crawley Flood Risk Area).

We invite you to submit your views on the draft FRMPs on the Environment Agency's online consultation hub before 21st January 2022. Responses or queries specific to West Sussex will be conveyed to West Sussex County Council [or ‘us’] from the Environment Agency. Your views will inform a final set of plans that will set out actions to manage flood risk between 2021 and 2027. You can find out more about FRMPs here.

Draft River Basin Management Plans

The Environment Agency has co-ordinated the preparation of the draft FRMPs with draft River Basin Management Plans for both managing flood risk and the water environment. Consultation on the draft RBMPs also opened on 22nd October on the Environment Agency's online consultation hub and will run for 6 months until 22nd April 2022.
