School Board Action Required: Information

 

Key Points:

In the School Operating Fund, funds available are increasing by $0.7 million. The FY 2020 beginning balance is increasing by $0.7 million due to final year-end adjustments made after the FY 2019 Final Budget Review.

 

The adjustments include an increase of $1.2 million in revenue primarily in sales tax based on actual receipts; City of Fairfax tuition based on actual expenditures for FY 2019; offset by an expenditure increase of $0.5 million primarily in utilities. In addition to the beginning balance adjustment, FY 2020 revenue adjustments include a slight decrease in federal grant revenue.

 

Recommended FY 2020 expenditure adjustments reflect a net increase of $0.7 million to provide security surveillance cameras at eight middle schools offset by a slight decrease in federal grant expenditures. Additionally, it is recommended that $0.6 million be allocated from the School Board flexibility reserve to provide School Board staffing support.

 

Expenditure adjustments offset revenue adjustments, resulting in no change to the set aside of the FY 2021 beginning balance of $24.4 million.

 

Changes to other School Board funds for FY 2020 are detailed in the attachment. Also attached is an update on the status of grants in FY 2019 and FY 2020.

 

Recommendation:

That the School Board approve revenue and expenditure changes reflected in the FY 2020 Midyear Budget Review as detailed in the agenda item.

Proposed Follow-On Motion:

I move that funding be identified either through the capital or operational budgets to provide vestibules for enhanced security at all remaining FCPS schools.  I further move that Dr. Brabrand or his designee identify a plan to accomplish this initiative over the next three years.  (Palchik)
