Summary/Background
Several amendments to the ESSER III Grant are necessary for FY23. First, FCPS is implementing similar Layered Prevention Strategies during the 2022-2023 school year and it is necessary to provide schools with sufficient funding for COVID Case Managers/Supervision Monitors. In order to provide schools with the same level of funding expended in FY22, $4.1 million in carryover from Project 27 and an additional $1.9 million will be redirected from Project 1 Special Education Teacher Contracts (this funding is available due to the salary lapse of unfilled positions in FY22).
Additionally, schools received estimated academics (Project 9) and wellness (Project 2) allocation ranges in May 2022 to support planning for FY23. In order to provide schools with sufficient funding levels, an additional $0.6 million is needed for Project 9 Academics. This can be redirected from Project 1 Special Education Teacher Contracts (again due to salary lapse from unfilled positions in FY22).
On August 1, 2022, the Board received notification of the need to reallocate unspent funds from Project 1 Special Education Teacher Contracts to Project 9 Academic Intervention and Project 27 COVID Case Managers/Supervision Monitors for FY23.
Reallocation of ESSER dollars (over $100,000) requires School Board approval.
Recommendation:
That the School Board approve the reallocation of funds to support Project 9 Academic Intervention and Project 27 COVID Case Managers/Supervision Monitors.
