General traffic impacts:

  • ​​At least one travel lane on U.S. 30 will remain open throughout construction and access to business driveways will remain open. Drive​rs can expect to see single-lane closures with flaggers directing traffic and temporary lane shifts. Expect some delays.
  • People walking and using mobility devices can follow signed and accessible detours, including using two temporary crosswalks across U.S. 30.
  • Shoulders and bike-lanes will be closed at times and “Bikes on Roadway” signs will be posted.
  • Visit ridecatbus.org for information on stop locations on route changes during construction.

Construction will focus on one corner of the intersection at a time.

Construction Impacts

Construction Began Winter 2023
The Oregon Department of Transportation and the City of Hood River will soon begin work to rebuild the intersection of Rand Road and U.S. 30, also known as Cascade Avenue or Historic Columbia River Highway. We will realign the intersection, and a new traffic signal, sidewalks, curb ramps, street-lighting and improved stormwater drainage. Construction is expected to finish in summer 2024.

NE Corner: Spring to Summer 2023
Construction will begin at the northeast corner of the intersection. During this phase, Rand Road northbound will be closed at U.S. 30. Follow a detour using N 20th Street. Left turns from westbound U.S. 30 onto Rand Road and from southbound Rand Road onto U.S. 30 will also be restricted.

NW, SW and SE Corners: Summer 2023–Summer 2024
During these phases no turning restrictions are expected. Sidewalks in the construction zone will remain closed, though temporary crosswalks and pedestrian detours will remain in place.

About

This project will rebuild the intersection of U.S. 30 (Cascade Ave.) and Rand Road to align the north and south roads of the intersection, add a traffic signal, improve or add sidewalk and curb ramps accessible to people with disabilities, improve storm water drainage, and add new street-lighting. These changes will increase safety and improve traffic operations and accessibility for all travelers.

​The current arrangement of this intersection makes it difficult for people to cross U.S. 30 (Cascade Avenue) on foot due to a lack of marked crossings and signals west of 13th Street. At Rand Road, a section of missing sidewalk on the southwest corner of the intersection requires pedestrians to walk on the highway shoulder or cut through a private parking lot.

This intersection also has a history of vehicle crashes. The offset between the north and south approaches to the intersection (Rand Road) make it difficult for vehicles to cross and turn safely.

Why is a traffic light going in and not a roundabout?

There are a couple of reasons why the City of Hood River recommended a traffic light instead of a roundabout. The steep roads to the north and south would make it very difficult to fit a roundabout in this location. In addition, a roundabout would have to be big enough to allow for the large trucks that travel on state highways. Due to the large size, it was not possible to design a roundabout without severely impacting nearby businesses and private properties.

Will the new intersection be accessible?

The new intersection plans have many features that will make it accessible to everyone. New sidewalk and curb ramps will be installed at all four corners of the intersection to make crossing easier and safer. The intersection will also have lighting for pedestrians, and a visual and audible pedestrian crossing signal.

Who is paying for this new intersection?

The City of Hood River and ODOT are both contributing funds towards this project, with ODOT contributing $750,000 and the City covering the remaining costs.

Are other nearby intersections being looked at for improvement?

ODOT currently has no other projects in this immediate​ area, but the City of Hood River is currently evaluating additional improvements to this entire corridor on a planning level. For more information on City of Hood River projects click here.
