MOTION FOR A RESOLUTION on the need to lay down rules to govern social media in order to protect the democratic system

Motion for a European Parliament resolution on the need to lay down rules to govern social media in order to protect the democratic system

The European Parliament,

 having regard to Rule 143 of its Rules of Procedure,

A. whereas online platforms, through their services, have an impact on the democratic system, the consensus-building process and the exercise of freedom of expression and fundamental rights;

B. whereas the European Parliament considers it necessary for the final decision on the legality of user-generated content to be taken by an independent court and not by private parties and, in the case of illegal online content, for online platforms to be required to report the matter to the competent authorities;

C. whereas Member States must ensure that online content is not censored without the decision of a court or an independent third-party body;

1. Urges the Member States to lay down rules based on shared values in order to combat the disinformation strategies used by China and Russia, thereby protecting European democracies and European citizens’ right to freedom in their online activities;

2. Urges the Commission to work towards a common position prohibiting all forms of censorship in the European Union with regard to online activities.
