The Chief Diversity Officer, located in the Department of Education (Department), Office of the Secretary (OS), serves as a high-level expert advisor to the Deputy Chief of Staff for Strategy in OS on matters related to the Department's mission. The incumbent designs, develops and recommends actions to support the Department’s DEIA Strategic Plan and that align with and contribute directly to the Department’s mission and strategic goals. Ensures that the strategy is part of daily operations by partnering with program owners to embed such strategies in the work executed throughout the Department.
The incumbent, as the leading technical expert, provides executive leadership and strategic direction for DEIA matters and policy development for acquisition management, grants management, and education policy portfolios to ensure DEIA issues are considered in the deliberative process.
The incumbent identifies and promotes best practices in DEIA from Federal, public, and private employers that may be successful at the Department and applies proven best practices and research to enable the Department to establish long-term, sustainable change to advance and promote DEIA across the Department.
The incumbent evaluates, identifies, analyzes, and communicates DEIA trends, issues, and opportunities to Department leadership, while understanding mission implications and impacts to employees, the organization, and external stakeholders, including historically underserved communities.
The incumbent collaborates across the Department to leverage expertise and knowledge of best DEIA practices, coupled with strategic vision, to develop, facilitate, and assess incorporation of DEIA into the Department’s culture.
The incumbent drafts a variety of written materials for internal and external use, including briefing materials, policy analysis, reports/sections of reports, talking points, and speeches.
The incumbent hosts and facilitate events that promote dialogue and an exchange of ideas on issues critical to the Department's agenda, including roundtables, special events, and stakeholder meetings.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ. Applicants who meet all MTQs will be evaluated by a panel to determine the degree to which they possess each of the qualifications.
MTQ 1: Demonstrated ability to shape overall DEIA strategy and work collaboratively with individuals or groups responsible for guiding, driving, and implementing DEIA key strategies through programs, outreach, and guidance and serving as a liaison to the leadership for a large organization or agency within either the public or private sectors to achieve DEIA goals.
MTQ 2: Demonstrated experience developing, overseeing, managing DEIA initiatives, developing policies, establishing accountability measures, evaluating effectiveness and workforce data, and providing expert guidance on successfully delivering DEIA related management priorities for a large organization or agency within either the public or private sectors.
MTQ 3: Demonstrated ability to develop and analyze policy and programs that support the public to ensure equal access to equitable service delivery. This may include, but is not limited to identifying data sets, analyzing them, and communicating findings to influence internal decision-making or to determine potential policy effects on observed communities.
When responding to the MTQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each MTQs.
Each mandatory technical qualification must be addressed and titled separately and must not exceed two pages for each statement.
Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.
