Summary/Background (Key Points): 

The presentation of the Student Rights and Responsibilities (SR&R), Regulation 2601, provides an overview of revisions to the SR&R based on stakeholder feedback and legislative updates, as applicable. The proposed 2023-24 SR&R is aligned with the Virginia Board of Education Model Guidance for Positive and Preventative Code of Student Conduct Policy and Alternatives to Suspension and is being reviewed as a part of the annual process established by the School Board.

 

The following changes were made to the proposed SY2023-24 SR&R:

 

  • Included FCPS Belief Statement and Values
  • Completely revised Dress Code (Regulation 2613)
  • Clarified responses to substance misuse
  • Aligned substance misuse to Virginia Model Guidance
  • Revised Discriminatory Harassment definition
  • Revised “hazing” SBAR level to align with Virginia Code
  • Revised local requirement to inform parents about Bullying and Harassment per SB1071/HB 1592
  • Updated “bullying” definition to include examples
  • Updated responses to “hate speech” violation to include required culturally responsive intervention.
  • Revised SBAR table to align with narratives throughout the regulation.

 

Recommendation:  The administration recommends that the Fairfax County School Board adopt Regulation 2601.37P, Student Rights and Responsibilities, as detailed.
