Nearly $105 Million to States and Territories to Strengthen Crisis Call Center Services

The Department of Health and Human Services, through SAMHSA, is awarding nearly $105 million in grant funding, provided by the American Rescue Plan, to 54 states and territories in advance of the transition of the National Suicide Prevention Lifeline from the current 10-digit number to the 988 three-digit dialing code in July. Strengthening the crisis care infrastructure is a core priority of President Biden’s Mental Health Strategy, which he announced at the State of the Union as part of his national Unity Agenda. Improving 988 readiness and responsiveness is a critical step to realizing this objective.

States and territories are expected to use the funds to improve response rates, increase capacity to meet future demand, and ensure calls initiated in their states or territories are first routed to local, regional, or state crisis call centers.

Webinar: How to Develop a Competitive Grant Application

The SAMHSA Office of Financial Resources will be conducting a webinar on how to develop a competitive grant application.

The webinar will address:

  • The three registration processes that need to be completed;
  • Preparing to apply for a grant;
  • Key components of the Notice of Funding Opportunity (NOFO);
  • Responding effectively to the evaluation criteria; and
  • Resources and technical assistance that are available.

Grants to Expand Substance Abuse Treatment Capacity in Adult and Family Treatment Drug Courts

Application Due Date: Monday, May 9, 2022

The purpose of this program is to expand substance use disorder (SUD) treatment and recovery support services in existing drug courts. The program recognizes the need for treatment instead of incarceration for individuals with SUDs.

SAMHSA plans to issue up to 15 awards of up to $400,000 per year for up to 5 years.

Infant and Early Childhood Mental Health Program

Application Due Date: Tuesday, May 17, 2022

The purpose of this program is to improve outcomes for children from birth up to 12 years of age by developing, maintaining, or enhancing infant and early childhood mental health promotion, intervention, and treatment services.

SAMHSA plans to issue 4 awards of up to $500,000 per year for up to 5 years.

Provider’s Clinical Support System – Universities

Application Due Date: Friday, May 27, 2022

The purpose of the program is to provide resources to graduate-level students in medical (MD/DO), physician assistant (PA), nurse practitioner (NP) and other eligible nursing programs to receive the theoretical knowledge and practical training required for them to treat opioid use disorders (OUD) and prescribe medications for opioid use disorder (MOUD) in office-based settings upon graduation and receipt of licensure.

SAMHSA plans to issue up to 6 awards of up to $245,000 per year for up to 3 years.

Building Communities of Recovery

Application Due Date: Friday, June 3, 2022

The purpose of this program is to mobilize and connect a broad base of community-based resources to increase the prevalence and quality of long-term recovery support for persons with substance use disorders (SUD) and co-occurring substance use and mental disorders (COD). 

SAMHSA plans to issue up to 13 awards of up to $300,000 per year for up to 3 years.

State Opioid Response (SOR)/Tribal Opioid Response (TOR) Technical Assistance

Application Due Date: Friday, June 10, 2022

The purpose of this program is to identify local physicians and other practitioners, other clinicians, peers, pharmacists, and other healthcare professionals with expertise in prevention, harm reduction, treatment, and recovery services for opioid use disorders and stimulant use disorders to provide the technical assistance and training necessary to ensure the provision of evidence-based prevention, harm reduction, treatment, and recovery support programs/services across the SOR/TOR programs.

SAMHSA plans to issue 1 award of $16,600,000 per year for up to 2 years.

Strategic Prevention Framework – Partnerships for Success

Application Due Date: Monday, June 13, 2022

The purpose of this grant program is to help reduce the onset and progression of substance misuse and its related problems by supporting the development and delivery of state and community substance misuse prevention and mental health promotion services.

SAMHSA plans to issue 5 state awards of up to $1,250,000 per year and 7 community, tribal, or territory awards of up to $375,000 per year for up to 5 years.

Rural Opioid Technical Assistance Regional Centers

Application Due Date: Tuesday, June 14, 2022

The purpose of this program is to implement regional centers of excellence to develop and disseminate training and technical assistance addressing opioid and stimulant misuse affecting rural communities. 

SAMHSA plans to issue up to 10 awards of up to $650,000 for 2 years.

Cooperative Agreement for the Center of Excellence for Building Capacity in Nursing Facilities to Care for Residents with Behavioral Health Conditions

Application Due Date: Monday, June 20, 2022

The purpose of this program is to establish a national center of excellence (COE) for building capacity in nursing facilities to care for residents with behavioral health conditions.

SAMHSA plans to issue 1 award of $4,962,223 per year for up to 3 years.

Sober Truth on Preventing Underage Drinking Act Grants

Application Due Date: Tuesday, June 21, 2022

The purpose of this program is to prevent and reduce alcohol use among youth and young adults ages 12‒20 in communities throughout the United States. In addition, applicants will build on strategic plans that were developed under a Drug Free Communities grant.

SAMHSA plans to issue 40 awards of $50,000 per year for 4 years.

Justice Department Issues Guidance on Protections for People with Opioid Use Disorder under the Americans with Disabilities Act

The Department of Justice published guidance in April on how the Americans with Disabilities Act (ADA) protects people with opioid use disorder (OUD) who are in treatment or recovery, including those who take medication to treat their OUD. The publication, “The Americans with Disabilities Act and the Opioid Crisis: Combating Discrimination Against People in Treatment or Recovery (PDF),” is intended to help people with OUD who are in treatment or recovery understand their rights under federal law and to provide guidance to entities covered by the ADA about how to comply with the law.
