The Opportunity
 
Health System Quality Assurance's (HSQA) top priority is to protect and improve the health of people in Washington State. We do this by helping to prevent injuries, develop health systems and improve patient safety. We work closely with communities and local health partners to build strong health systems and prevention programs. This helps ensure that everyone has access to good healthcare and emergency medical services.
 
Within the Office of Investigative and Legal Services, this position performs the most complex health care cases associated with complaints against health care professionals subject to Title 18.130 RCW, the Uniform Disciplinary Act (UDA) and the medical marijuana consultant program. Complex cases often involve multiple health care issues, complainants, respondents and/or professions as well as uncooperative witnesses and respondents. In this position you will perform investigations and inspections at various sites, including homes, offices, health care facilities, and other establishments across the state.
 
This position may be filled as a Health Care Investigator 1 or Health Care Investigator 2 in-training, or at the Health Care Investigator 3 level, depending upon qualifications.  If entering at the HCI1 or HCI2 in-training levels, after successful completion of the in-training plan, the incumbent will advance to the next level. The training plan involves on-the-job training with an assigned supervising investigator.
 
Salary levels:
  • HCI1: $4,161 - $5,466 Monthly (Range 53)
  • HCI2: $4,378 - $5,741 Monthly (Range 55)
  • HCI3: $4,714 - $6,183 Monthly (Range 58)

What will you be doing? – Duties include:
  • Review applicable statutes and rules to determine the scope of the complaint as well as coordinate tactics of the investigation.
  • Formulate and write an investigative plan based on the allegations, identifies facts to make a reasonable determination, identify witnesses, the sequence of steps of the investigation, and identifying needed evidence, and where the evidence can be obtained. 
  • Identify and interview respondents, complainants, and witnesses on site, including homes, offices, health care facilities, and other establishments across the state.
  • Collect and investigate data and information gathered through observation, interview, health care records, and document review.
  • Audit health care records, business and government records, and audits financial records. 
  • Prepare, organize, and write investigative reports for disciplinary authorities, in a clear, objective, logical format using an approved electronic template.
  • Inspect regulated facilities and provide technical investigation assistance.
  • Participate in proceedings of administrative hearings and courts as required to provide testimony. 
  • Participate in the execution of search warrants, when necessary.

Required Qualifications
 
Required to enter at the Health Care Investigator 1 level:
  • Option 1: Associate's degree in either criminal justice or another applicable field.
  • Option 2: Two (2) years as an investigator with a criminal justice or regulatory agency, or corporate entity
  • Option 3: Four (4) years of experience in a select regulated health care or legal field (Pharmacy Technician, Dental Hygienist, Vet Technician, Physical Therapy Assistant or Paralegal).
  • Option 4: DOH employee with four (4) years of experience in health care regulation.
 
Required to enter at the Health Care Investigator 2 level:
  • Option 1: Bachelor's degree in either criminal justice or another applicable field.
  • Option 2: Four (4) years as an investigator with a criminal justice or regulatory agency, or corporate entity.
  • Option 3: Associate's degree with two (2) years of experience as an investigator with a criminal justice or regulatory agency.
 
Required to enter at the Health Care Investigator 3 level:
  • Option 1: Three (3) years of experience as a Health Care Investigator within state service.
  • Option 2: Eight (8) years of experience as an investigator with a criminal justice or regulatory agency, or corporate entity, which must include three (3) or more years of field experience preparing evidence and interviewing witnesses, respondents or suspects.

Retirement and Deferred Compensation
