Efforts by Turkey to partition Cyprus definitively

Forty percent of the Republic of Cyprus has been under occupation since the Turkish invasion of 1974. An informal conference under UN auspices is scheduled to take place at the end of April in Geneva in a bid to move towards a settlement of the Cyprus problem in line with EU law, leading to a functioning and sustainable bi-communal and bi-zonal federation. While the Republic of Cyprus is amenable to this initiative,

Turkish and Turkish Cypriot leaders are clearly moving in the opposite direction and seeking the creation of two separate states. Turkish Cypriot President Ersin Tatar has announced that he will not be attending the Geneva talks regarding a federation in Cyprus.

Moreover, he has announced that efforts by Greek Cypriots to reclaim the walled city of Famagusta are being thwarted with the opening up of Varosha beach in breach of UN Security Council Resolution 550, despite strong international condemnation of such illegal moves by Turkey.

In view of this:

What action will the Commission take in response to efforts by Turkey to sabotage talks on settlement of the Cyprus problem and partition the island definitively into two separate states in defiance of UN resolutions?
