As a Building Manager, you will be responsible for both day-to-day and short and long range management and planning activities.
Location of position: Public Buildings Service, East Bay Field Office, in Oakland, CA.

The GS-13 salary range starts at $111,286 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.
Specialized experience is defined as: evaluating policies, implementing programs, and independently making decisions relating to the operation and maintenance of buildings and leased space; analyzing the effectiveness of facility operations, automated systems and equipment; developing and maintaining strong working relationships with customer agencies, lessors, contractors, and client personnel; and managing or monitoring real property budgetary and financial data.

Knowledge of a wide range of property management principles, concepts and practices.
Knowledge of the customer mission and customer business requirements, and the ability to integrate those needs to identify and translate those requirements into asset recommendations for assigned buildings that fulfill customer expectations and asset management standards.
Knowledge of methods and tools used for risk assessment and mitigation of risk to integrate those into customer interactions and strategic needs.
Demonstrated skill and the ability to communicate effectively by applying active/effective listening skills.
Knowledge of building and operating system capabilities and limitations related to the development and integration of asset investment strategies into an asset business plan.
Knowledge of the building operating parameters (systems and equipment efficiencies, profitability, etc.), coupled with GSA and customer business requirements, and the ability to integrate those needs to identify and translate those requirements into asset recommendations for assigned buildings that optimize building functionality, usefulness and overall operations.
Knowledge of qualitative and quantitative methods and techniques to analyze and assess the efficiency and effectiveness of a variety of building operations and programs.
Knowledge of a wide range of building management principles, concepts and practices as well as a thorough understanding of building tenants and customer agencies’ needs, requirements and customer satisfaction drivers to operate, maintain and manage real property assets in a manner that provides quality building services at a reasonable costs and satisfies building tenants and customer agencies.
Knowledge of and ability to apply PBS business playbooks to a wide range of technical facilities operational decisions and recommendations.
Ability to communicate both orally and in writing, as demonstrated by facilitation, coordination and meeting skills; sound customer relationship skills; and the ability to prepare comprehensive recommendations in differing formats to all levels of audiences in both formal and informal settings.
Comprehensive knowledge of assigned customer agencies’ missions, requirements, systems, and procedures, as well as foresight necessary to anticipate their business and workplace needs.
