PE1 Action: Partnerships with Other Entities
3 PointsProgram Summary: The Town of Mamaroneck (ToM) and the Sustainability Collaborative ('Collab') has committed to partnerships with neighboring jurisdictions and partner agencies. The attached documents and/or referenced links provides evidence to report these partnerships have taken place and/or currently active. In 2021, the Collab has collaborated in partnership of Village of Larchmont’s Environmental Committee (LEC), Village of Mamaroneck’s Committee for the Environment (CFTE) and Sustainable Westchester (SW) on two successful community outreach and education programs, which also earned the ToM credit points toward NYSERDA Clean Energy Community actions. These programs were launched in February 2021 and continued through May 2021; under the names of NYSERDA Community Solar Campaign and NYSERDA GridRewards Campaign. Both programs were organized by SW; and both programs were marketed jointly by the Collab, LEC and CFTE through shared informational webinars, social media postings, flyers, emailings, mentions in communications from the government leaders in all three communities, and direct outreach to neighbors at Farmer’s Markets to help residents reduce energy usage, increase adoption of renewable energy and provide savings. This joint Earth Day Challenge and Community Energy Campaign helped promote these two community energy programs. Also, please refer to ToM Collab 2/10/2021 Meeting Minutes attached, for NYSERDA Community Solar Campaign > Community Solar Section; and for NYSERDA GridRewards Campaign > Grid Rewards Section > Update Sub-Section; and ToM Collab 6/8/2021 Meeting Minutes attached, for Cleaner, More Reliable Energy Section, for outcome results that NYSERDA accepted campaign documentation and signup lists to qualify to receive $5000 in funding for each campaign. In 2021, the Collab members collaborated in partnership with CUNY and its CUNY Professor Andy Reinman to obtain new information to help our Town Board on the Town percentage covered by our Tree Canopy: a) the Tree Canopy White Paper, issued to the Board in May 2021, which documented more than a dozen years where tree removals in the Town were more than double the number of new tree plantings, clearly reducing tree canopy on streets and sidewalks and making heat island and local flooding worse; b) Larchmont-Mamaroneck Tree Canopy Maps, using the most recent 2016 data to identify areas within the Town where the Tree Canopy was insufficient; and c) the Town of Mamaroneck Tree Code Update, issued August 2021, which proposes a major overhaul of the current Tree Code to fix deficiencies in areas where the Tree Code applies, lack of specificity in the rationale for evaluating tree removal permits, failure to clearly mandate a “value for value” tree replacement policy when trees are proposed to be removed. In all of these efforts Professor Reinman’s collaboration was essential; in all of these efforts the Collab has shared our information with the LEC and the CFTE; based on our input, the CFTE is now considering an update to their code. Please refer to the ToM Collab 4/13/2021 Meeting Minutes attached, for Strengthen Community Health Section > Tree Team Sub-Section. In 2021, the Collab continued our collaboration in partnership of LEC for the currently active Food Scraps Recycling, in coordination with the Larchmont-Mamaroneck Sanitation Commission as part of a tri-municipal, three-year initiative partly funded by the NYDEC. Efforts included combined direct outreach to neighbors at Farmer’s Markets, emailings, mentions in communications from government leaders in the two communities, Compost Give-Back Day, the 4th annual celebration of Food Scraps Recycling in our communities, social media postings to help raise awareness about the food waste problem and provide climate-friendly information to reduce food waste. In 2021, the Collab continued our collaboration in partnership with the Mamaroneck Unified School District’s Mamaroneck High School’s (MHS) OCRA Program (Original Research and Civic Action) on two currently active projects: a) the start-up service by MHS students to provide “curbside compost pick-up” within the community; and b) the conceptualization, development, refinement, launching and new refinement of the innovative “Green Mamaroneck” App, where MHS students and Collab members worked together to create an App whose goal is to quickly and simply translate environmental interest into real actions to improve an individual’s or family’s sustainability profile. The App went live in June 2021 and is being updated every three months with new content and information to help provide residents with easy access to local news and information. In 2021, the Collab completed a four-year collaboration with ToM, in a new partnership with SunLight General Capital (solar developers-operators) in part with the SW Solarize Campaign, installed 500kW of solar panels on the roof of the Town’s Hommocks Ice Rink to help support clean, local, and more affordable power currently active in the subscriber acceptance state. Separate from the SW campaigns, the Hommocks Solar project required close collaboration and development of a new partnership between the Town, the Collab, and the developer-operator. The resulting project, covered widely in local news media and featured in a springtime webinar by State Senator Shelly Mayer, with the subscriber acceptance into the program yet to be published. This project is the first step toward solar installations at Town facilities. 16 PointsBronze Priority Silver PriorityProgram Summary: The Town of Mamaroneck (ToM) and its Sustainability Collaborative ('Collab') have committed to develop the government operations-based greenhouse gas inventory (GHG) to identify opportunities to combat climate change. Attached is the 'ToM GHG Inventory Review' for the list of emission sources and associated emissions quantified using standardized methods. The inventory is aligned with the EPA's Center for Corporate Climate Leadership. Using the inventory, the Town produced the attached 'ToM GHG Inventory Report 2013 to 2019', covering all Scope 1 (direct) and Scope 2 (indirect) emissions, from the relevant government operations and their energy use. The tracked GHG emissions included 2013 (base year) and 2019 (next increment). PE3 Action: Benchmarking - Municipal Buildings
4 PointsProgram Summary: The Town of Mamaroneck (ToM) and its Sustainability Collaborative (‘Collab’) have committed to benchmarking our municipal buildings to build resilience to climate change. Attached is the Town’s adopted benchmarking resolution, adopted May 19, 2021, requiring collecting, reporting, and sharing building energy data on a regular basis for energy benchmarking and reporting of aggregated local government energy use for ‘all Municipal Buildings measuring one hundred (100) square feet or more’, refer to attached Current Resolution.pdf. This energy benchmarking program uses the US EPA ENERGY STAR Portfolio Manager tool to generate the benchmarking data as evidenced in the Town’s Sustainability Collaborative webpage for public disclosure reporting, as assisted by staff and interns, refer to source link: https://www.townofmamaroneckny.org/580/Energy-Use-Benchmarking. The energy use for electricity, gasoline and diesel for the Town Center, Fire Station, Hommocks Ice Rink, Senior Center, Highway Department, Street Lights and Fleet is publicly disclosed and reported. Further, the Town’s disclosure and publication of benchmarking information requirements states ‘the town shall make available to the public on the internet benchmarking information for the previous calendar year.’ The benchmarking link shows the most recent and publicly available energy benchmarking data and graphs for our municipal buildings, including total energy use, total greenhouse gas emissions, and total energy costs since 2014 (where 2020 was not a normal year for operations due to COVID-19). For these actions, the Town is asking to be awarded 2 points for the Energy Benchmarking Resolution, plus 2 points for data being publicly available on the Town's website.
PE3 Action: Advanced Vehicles
2 PointsProgram Summary: The Town of Mamaroneck (ToM) and its Sustainability Collaborative ('Collab') have committed to decrease energy use with advanced vehicles being more fuel efficient and producing less tailpipe GHG emissions than conventional vehicles. The Fleet Manager is responsible for managing ToM’s vehicle fleet for the Town Highway, Sanitation, Volunteer Ambulance Corps, and the Fire and Police Departments and their replacement of traditional vehicles with advanced hybrid electric vehicles (HEVs) (supported by a defined replacement schedule for the selected in-scope fleet), see attached Fleet Roster Revised 05-23-2022.xlsx (reviewed in 2022 as named), and ‘Fleet’ and ‘Replacement Schedule’ worksheet. In summary, over 8% of the town fleet (11 HEV, 1 EV / 144 fleet cars) has the HEV and EV-fuel type [refer to Fleet Worksheet, Column H = Value of ‘H’ for hybrid, 'E' for electric]. Specifically, five Ford Police cars and one Kenworth T3000 Highway Truck have been deployed as heavy-duty advanced HEVs serving the Police and Highway Departments for their special assignments and technical tasks (red text color). Further, four Ford Escapes and one Ford Fusion (green text color) and one Nissan LEAF (purple text color) have been deployed as light to medium-duty advanced vehicles to serve the Town Departments for Community Services, Recreation, and Building Inspection. The Nissan LEAF is a battery powered electric vehicle with a 151 mile battery-only range, 125 city mpg. For these actions, the Town of Mamaroneck is requesting to be awarded 4 points.

4. Shift to clean, renewable energy.
PE4 Action: Solar Energy Installation
20 PointsProgram Summary: The Town of Mamaroneck (ToM) and its Sustainability Collaborative ('Collab') have committed to use solar energy to reduce air pollution and greenhouse gas (GHG) emissions. As a first for Westchester County, NY, ToM entered into a lease agreement with SunLight General Capital to bring this significant community solar photovoltaic (PV) energy project, totaling a final as-built 400 kW to serve 75 to 100 local residents, on top of the existing Town-owned Hommocks Park Ice Rink facility at 140 Hommocks Road. The project was deemed active and operational on November 18, 2021, refer to attached picture of the completed array. This public opportunity was made in partnership with Sustainable Westchester to bring lower cost electricity to eligible low- and moderate-income residents and organizations in ToM and Villages of Mamaroneck and Larchmont. In early 2021, public education included four information sessions offered to potential subscribers, flyers and public social media announcements and a press event planned with Sustainable Westchester held on April 27, 2021, at the parking courtyard of the Hommocks Park apartments. Participants in ToM’s Housing Voucher program are also eligible to join this Community Solar Program. Outreach was conducted to include low- and moderate-income residents living in the nearby Hommocks Park Apartments and other supportive housing operated by the Washingtonville Housing Alliance, refer to attached flyers (where the subscriber signup link is accessible online for public viewing), press release, and the public service announcement at https://youtu.be/friX3FurKlI. Subsequent to the November 18, 2021 installation, monthly project reporting and subscriber credits are conducted by Con Edison as evidenced by receipt of the Permission to Operate Letter, and Monthly Credit Statement Summary received from Con Edison to evidence operational status. For these actions, the Town of Mamaroneck is requesting to be awarded 20 points.

10 PointsProgram Summary: The Town of Mamaroneck (ToM) and the Sustainability Collaborative ('Collab') has committed to an enacted NY Stretch Energy Code. On June 16, 2021, the ToM Town Board adopted the new Local Law No 10-2021 titled "Adoption of the NYStretch Energy Code 2020, supplement to the 2020 Energy Conservation Construction Code of New York State" law as evidenced by ToM Town Clerk letter to NYS Dept. of State, Division of Corporations, State Records and Uniform Commercial Code. This local law was adopted to help met our energy and climate goals". Please review attached "Letter to State LL 10-2021.pdf" and the explicit local law "LL 10-2021 NY Stretch.pdf.' On July 20, 2021, NYSERDA approved the completion of the ToM NY Stretch Energy Code under its Clean Energy Communities (CEC) program. Please review attached "Email Notification from NYSERDA CEC for ToM NYStretch Code Approval.pdf." For these actions, the Town of Mamaroneck is requesting to be rewarded 10 points.
PE6 Action: Alternative-fuel Infrastructure

PE6 Action: Local Forestry Program
6 PointsProgram Summary: The Town of Mamaroneck (ToM) and its Sustainability Collaborative ('Collab') is committed to our local forest. For continued local forestry support, the attached documentation provides evidence that ToM in 2021 conducted a Tree Canopy Whitepaper Study, Tree Planting Locations Options Project, Analysis on the Howell Park Status of its street trees (please refer '2021.0402 Howell Park Poles, Wires, Street Trees 2013-2021' document, pg. 4/4), and the 'Current Ordinance for Tree Preservation' for ongoing protections for the benefits of trees to stop climate change by removing carbon dioxide from the air, storing carbon in the trees and soil, and then releasing fresh oxygen into the atmosphere. A dedicated Town Board member attends the Collab monthly meetings and its community events (as organized and supported by the ToM Sustainability Coordinator). Please see dedicated website - www.townofmamaroneckny.org/324/Sustainability-Collaborative - which hosts an overview of this committee, agendas and meetings, members list, goals, inclusive volunteer involvement opportunities, and shared sustainability resources in building the climate change education and engagement movement in addressing environmental awareness and its issues, including climate change mitigations. Further, in ongoing commitment to its energy benchmarking, ToM has a dedicated website - https://www.townofmamaroneckny.org/580/Clean-Energy-Communities - to show the most recent and publicly available Town energy benchmarking data and graphs, sourced from the government organization application named the ENERGY STAR Portfolio Manager. In future efforts related to sustainability, the Town plans to present current energy data on a semi-annual basis. The attached document named 'ToM Climate Change Community Engagement Strategy.pdf' describes our ToM climate change community engagement strategy (and shows photographs to support the active committee and community engagement in operation during 2021). The Collab was created for the role to advise the Town Board and to such other authorities, board, departments, committees, commissions, and employees of the Town as the Town Board may authorize from time to time. Local community projects by the Collab in public education engagement have promoted climate change knowledge and actions of various climate change mitigations and adaptions. In addition to the Collab website, maintained by ToM, there are other active engagement methods to build this environmental education and awareness, including climate change actions, with ongoing advocacy. One alternative active engagement method has been the 'Town of Mamaroneck Environmental Information' Facebook Page, with 690 people likes as of 12/11/2021, as another strategic government organization method for the public to keep up-to-date with the Collab. PE9 Action: Climate-related Public Events
3 PointsProgram Summary: The Town of Mamaroneck (ToM) and its Sustainability Collaborative ('Collab') has committed in 2021 to climate-related public events to preserve and enhance the long-term viability of the Town from both environmental and fiscal perspectives. Prioritized public community engagement on climate change included initiatives on healthy yards and energy benchmarking to demonstrate, empower, and accelerate actions on climate change for awareness and adaption in their own lives. In highest priority, public events focused on health yards were specially organized by the Collab to educate and engage the public. Additionally, the ToM has a dedicated webpage for the Collab's 'LM Healthy Yards' Project in presenting safe, beautiful and easy alternatives for living with outdoor spaces that thrive - https://townofmamaroneckny.org/522/LM-Healthy-Yards. With tri-municipal engagement, neighbors can join and take the Larchmont-Mamaroneck Healthy Yard Pledge on the town's dedicated website (design in review) and webpage to guide climate change adaptions. The ToM and Larchmont residents have the opportunity to sign the pledge, supporting sustainability, in care for our yards by avoiding the use of pesticides and herbicides to be out of our water and protecting the health of our children - www.LMHealthyyards.org. With the pledge, the town delivers a small yard sign to their home or garden for public display. To date, over 250+ residents have taken the pledge. First, a live public event (Zoom) by the Collab was scheduled for 4/4/2021 in partnership with the Larchmont Library, (and repeated 8/17/2021 for the Mamaroneck Public Library) with presentations by our volunteers on healthy yards, backyard composting and our own municipal food scrap recycling. This event's focus was on "Composting Made Easy", the ToM "Love Your Food" Project, and other Collab sustainability initiatives, such as the new 2021 initiative on Pollinator Pathways. This event's focus was on educating and inspiring residents to nurture their own climate adaption gardens, such as managing honeybee hives to thrive together with people. Additionally, in April and May 2021, the Collab's Tree Team organized a free native tree seedling giveaway to interested residents at Larchmont Farmers Market over several Saturdays, from 4/24/21 to 5/29/21. Forty-seven tree seedlings were “adopted” by residents. Further, in September 2021, Kane Park in Larchmont was certified by the American Green Zone Alliance and Quiet Communities Inc. Village of Larchmont Mayor Lorraine Walsh, together with Village Trustees, the Larchmont Environmental Committee and Sustainable Westchester, celebrated a milestone with the designation of Kane Park in Larchmont as a newly certified Green Zone. The park serves as an example for property owners and professionals to show that sustainable landscape maintenance is practical, healthy and achievable. For adaptions, this approach complies with the new gas-powered leaf blower ban that will go into effect in the Village of Larchmont on January 2, 2022. 3 PointsProgram Summary: The Town of Mamaroneck (ToM) and the Sustainability Collaborative ('Collab') is committed to social media on climate change. In 2021, ToM has two strategic methods to focus on climate change education and its engagement strategy for environmental response actions. In addition to the Collab webpage on the official ToM website, ToM employees and members of the Collab and its project volunteers have maintained an active social media presence on Facebook, YouTube, and other communication channels such as the School District. Refer to attach document named 'ToM Climate Change Community Engagement Strategy Report' for supporting photographs, screen-prints, and associated social media links for these 2021 projects as also highlighted below: 1) Climate Emergency Declaration Project, slide 7 of 20, (https://www.facebook.com/townofmamaroneckenvironment/posts/4512056062205776), to mitigate climate change by declaring a unified and clear climate emergency mandate as an action to be taken and accountable by ToM.
