In the report entitled ‘Money looking for a home' by Positive Money Europe[1], it is recommended that the slow pace of building renovations in the EU be stepped up by using the ECB’s refinancing operations to provide additional incentives for banks to finance the building renovations. For this to succeed, the EU would need to provide a framework of standardised energy efficiency building renovation loans, including a certification, standardisation and auditing system.
- 1.Given the urgent need to tackle energy poverty as well as the climate crisis, will the Commission put forward a framework for standardised energy efficient building renovation loans as soon as possible?
- 2.Will the Commission initiate technical cooperation with the ECB to explore options for the ECB to use this framework in its refinancing operations?
