The Tenth Judicial District, which includes eight counties in the Northern Suburbs of the Twin Cities Metro Area, is seeking qualified applicants for a full-time Court Operations Supervisor (Accounting) to join the Anoka County Court Administration, Administrative Division Team, in Anoka, MN.

 

The Court Operations Supervisor position is a highly technical, fast paced, highly detail orientated position with a variety of responsibilities. This team has twelve staff with an additional staff member joining in a couple of months. The main purpose of this position is to administer accounting and administrative functions including: assigning, directing, and supervising the work of one Accounting Technician, one Lead Worker II, six Court Operations Associates, one Office Assistant III, and three Court Operations Clerks. The position provides oversight of procedures related to the coordination, preparation, and maintenance of all court financial and court operations of restitution, bail and bond, court records, purchasing, and facilities in the Court Administrator's office in a large county. This position also provides oversight to the Tenth District MNCIS Financial Centralized Unit. Duties require the application of independent judgement, interpretation of established laws, policies, procedures and regulations, strong collaboration and communication skills, strong organizational skills, professionalism and integrity and the ability to work well in a fast-paced environment. 

 

This position is responsible for advanced accounting and administrative work and provides more complex financial procedural information. The position works closely with the Court Operations Manager to develop financial procedures and ensure efficient processing and reliable financial accounting of records. The position monitors purchase orders and requisitions including verifying, coding, and authorizing payment of expenses. A high level of specialized knowledge of GAAP and computer skills is essential for the independent actions and decision making that is conducted on a daily basis. This position operates as a department resource requiring knowledge of all accounting procedures and policies for Anoka County Court Administration and the Tenth District MNCIS Financial Team. 

Example of Duties

  • Monitors and participates in the collection, receipting, posting, and reporting of fees, fines, bail, trust, rent and escrow deposits and other court payments; makes and approves adjustments for the Tenth District.
  • Reconciles and balances accounts monthly; examines financial records; verifies payments and deposits; prepares accurate and timely reports of financial data and transactions including month end reporting for MNCIS and Unclaimed Property.
  • Directs the updating of cases in MNCIS regarding bail and restitution per court order, confers with prosecutor, judge or other court official.
  • Monitors and prepares fund disbursements, transfers, checks and other financial transactions; holds or disburses funds according to court order; examines and interprets court orders; periodically monitors reports on accounts.
  • Assists in operations budget preparation and monitors expenditures which includes encumbrances in SWIFT. Authorizes payment of expenses. Directs the updating of Quickbooks and Excel Operating Budget Monitoring spreadsheet. 
  • Communicates effectively with parties, court staff, law clerks, judges, justice partners, attorneys, and other stakeholders.
  • Reviews and authorizes payroll entry for county benefitted employees.
  • Assists court personnel, parties and public; answers inquiries; provides financial procedural and case status information, in person and on the phone; researches files and records; identifies, corrects and assists others with financial errors and transactions. Knowledgeable in state collection policies.
  • Supervises staff regarding facilities, inventory, purchasing and accounts payable.
  • Directly supervises the central record center which includes processing copy requests from the public and other city/county/state offices including requests efiled; assists with coordination of offsite storage and back scanning of all case type files into MNCIS, and filing documents into court files.
  • Administers the barcoding computer system (Accutrac) for record storage location.
  • Directly supervises staff regarding incoming calls, mail, incoming faxes, work orders and facilities issues.
  • Provides guidance, work direction and schedule coordination to Lead Worker II, Accounting, Office Assistants and Records staff; provides answers to frequently asked questions and gives guidance to changes in court policies and procedures. Hires and trains staff, assigns, prioritizes and reviews work, conducts performance coaching and writes performance evaluations.
  • Other duties as assigned.

Typical Qualifications

Minimum Education and Experience: Any combination of training and work experience which indicates possession of the knowledge, abilities and skills listed below.

  • Graduation from an approved high school or vocational school, considerable experience that would be obtained through at least 3 years of experience as a Court Operations Associate in accounting and some supervisory experience; or a combination of equivalent education and experience.

 

Preferred Qualifications:

  • Bachelor's degree in accounting, business, or a related field.
  • Two years of supervisory experience.
  • Participation in Judicial Branch training and education programs.
  • Other training and education in organizational management, communication and leadership.

Minimum Knowledge, Skills and Abilities

  • Knowledge of computerized accounting, budgeting and related programs including QuickBooks and SWIFT.
  • Strong working knowledge of MNCIS.
  • Demonstrated ability to make complex arithmetic computations and tabulations rapidly and accurately. 
  • Demonstrated proficiency in Excel, Word, Outlook and other computer software.
  • Demonstrated ability to work independently.
  • Demonstrated ability to prioritize workload.
  • Demonstrated ability to make appropriate decisions and do so quickly when the situation requires.
  • Demonstrated dependability.

Working Conditions 

Work is performed primarily in an office-setting, a public counter and/or in a courtroom.


Physical Demands

Work is essentially sedentary with occasional walking, standing, bending, and carrying items less than 25 pounds such as papers and files.
