The Opportunity
 
The Department of Health (DOH) is building a new Project Management Office, and we're looking for a Project Manager who brings the right mix of empathy, insight, skill and creativity to shape the future of business project management at DOH.

The Project Manager serves as a team member within the Project Management Office, which is a part of the Office of Strategy and Development (OSD). OSD is responsible for setting agency-wide planning and performance standards in support of DOH's purpose and goals, and for moving the agency toward those goals. The office co-creates and helps implement organizational development, change management, continuous improvement, performance reporting, and project management strategies across the agency. This portfolio of work regularly includes precedent-setting, agency-wide projects.
 
Our next Project Manager has the opportunity to make a large, positive impact on DOH. It will take personal courage, tenacity, and humility to make that impact in a way that helps others achieve their goals along the way.
 
There are currently two (2) full-time permanent Management Analyst 5 (MA 5) positions within the Office of Organizational Strategy and Development. Applications submitted to this posting will be considered for both vacancies.

What will you be doing? – Duties include
 
  • Convening and leading project teams through all phases of the project life cycle, and supporting other project managers in this work. These duties include:
    • Initiating: Engage internal and external stakeholders, including executives, to ensure the project is defined, authorized, funded, and properly prioritized within the agency's portfolio of projects. This work includes developing business cases, charters, leader-to-leader agreements, and other project analysis and documentation artifacts as needed.
    • Planning: Work with the project team, executive sponsor and stakeholders to develop detailed project management plans; gain approval from the executive sponsor and other key decision-makers. This includes facilitating meetings to derive customer requirements, creating adequate time and resource estimates, and closely managing the change and issues management processes throughout each project.
    • Executing: Lead and facilitate project teams conducting the work. This includes managing project plans, project budgets, project communications (internal and external), organizational change management, risk and issue management, and administering the project meeting and reporting functions as necessary.
    • Controlling: Closely monitor and manage projects to ensure they remain on time and on budget, risks are properly mitigated, issues are resolved effectively, and changes are conducted according to the appropriate project change management methods.
    • Closing: Responsible for all activities related to officially closing projects and reporting final results to internal and external partners, decision-makers and stakeholders.
  • Assembling and coordinating cross-functional project teams.
  • Managing relevant budget and resources, and facilitating effective project communication with internal and external stakeholders throughout the process.
  • Delivering projects that meet the stated project goals, on time and within budget.
  • Monitoring and reporting on the progress of projects to internal and external stakeholders, including executives, other agencies, public officials and others affected by projects.
  • Preparing written and verbal updates on project progress, risks, issues, and solutions.
  • Ensuring all stakeholders are appropriately involved, engaged, and aligned throughout the project life cycle.

Required Qualifications
 
  • OPTION 1:  A Bachelor's degree or higher; AND two (2) or more years of professional experience in project management, WHICH INCLUDES experience managing complex projects involving multiple staff and stakeholders.
 
OR
 
  • OPTION 2:  Six (6) or more years of professional experience in project management, WHICH INCLUDES experience managing complex projects involving multiple staff and stakeholders.
AND
 
  • Demonstrated experience and/or knowledge in the following:
    • Knowledge of both theoretical and practical aspects of project management.
    • Knowledge of project management methodologies, techniques, and tools.
    • Experience working with multi-disciplinary staff to accomplish complex projects.
    • Experience using project management software, such as Microsoft Project.
 
As well as demonstrated experience in the following competencies:

    • Managing projects related to large-scale organizational changes, such as reorganizations, mergers and acquisitions, and major strategy shifts.
    • Effective large-group facilitation skills.
    • Working in public health at the local, state or federal level.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
