Purpose

The Individuals with Disabilities Education Act (IDEA) requires states and other public agencies to implement programs designed to improve results for infants, toddlers, children, and youth with disabilities and their families. The Monitoring and State Improvement Planning Division (MSIP) within OSEP is responsible for administering formula grants to States and entities under IDEA Parts B and C.

OSEP conducts National Technical Assistance (TA) calls on a monthly basis (generally on the second Thursday of the month at 4pm EDT).  Below you will find the tentative schedule for the upcoming calls along with the registration links as they become available.  You will also find the archived recordings and accompanying related resources for past calls.

  • March 14, 2024 - OSEP March National TA Call: During the call, the Early Childhood Technical Assistance Center shared tools, resources, and State examples related to transition policy, requirements, and best practice considerations; related general supervision responsibilities; creating an effective Memorandum of Understanding (interagency or intra-agency agreement), and other relevant transition related topics. 
  • February 22, 2024 - Second OSEP February National TA Call: OSEP introduced various resources and information that can support states in your efforts to eliminate educator shortages. Every infant, toddler, child, and youth with a disability should have access to outstanding, well-prepared, well-supported educators and service providers who reflect the diversity of the students they serve.
  • February 8, 2024 - OSEP February TA Call: OSEP reviewed important requirements for the completion of the FFY 2024 IDEA Part B and Part C grant applications. Then, OSEP shared highlights from OSEP/Office of Education Technology’s (OET) recently released guidance in support of infants, toddlers, children and youth with disabilities who may require assistive technology (AT) devices and services. Information and updates will be posted to the CITES webpage.
  • January 11, 2024 - OSEP January TA Call: During the call OSERS Assistant Secretary, Glenna Wright-Gallo shared information on her priorities (which connect to the Secretary’s priorities on Raise the Bar: Lead the World) for the coming year. 

2023

  • December 14, 2023 - OSEP December TA Call: OSEP staff discussed the FFY 2022 State Performance Plan (SPP) / Annual Performance Report (APR), including providing updates on the FY 2023 SPP/APR package, updates/reminders on the SPP/APR reporting platform and offering general SPP/APR reminders for the FFY 2022 submission due on February 1, 2024. 
  • November 9, 2023 - OSEP November National TA Call: In this interactive session, attendees heard how three States are improving outcomes for children with disabilities by: (a) aligning their State Personnel Development Grant (SPDG) and State Systemic Improvement Plan (SSIP) activities; (b) implementing evidence-based practices; and (c) using data-driven improvement cycles in IDEA Part B and Part C programs.
  • October 26, 2023 - OSEP October National TA Call on DMS: This call provided a walkthrough of recently release IDEA Part B Differentiated Monitoring Support (DMS) monitoring reports. OSEP also highlighted key common findings that were outlined within the reports and provided guidance on specific components of general supervision in coordination with our monitoring activities.
  • October 12, 2023 - OSEP October National TA Call: This webinar highlighted the recently released OSEP Guidance on State General Supervision Responsibilities under Parts B and C of the IDEA (QA 23-01), including examples and further discussion on key points and questions that States have raised since the release of QA 23-01.
  • August 10, 2023 - OSEP August National TA Call: The Bipartisan Safer Communities Act legislation sparked a joint collaboration with ED and CMS to improve the delivery of Medicaid services in schools. From this collaboration has come new comprehensive guidance. We reviewed the overall guidance and discussed the flexibilities that can help States expand their school-based Medicaid services.
  • June 22, 2023 - Second OSEP June National TA Call: The Office of Educational Technology (OET) discussed how the education sector can contribute to national digital equity efforts. As part of the Bipartisan Infrastructure Law Digital Equity Act, led by the National Telecommunications and Information Administration (NTIA), all states are developing digital equity plans throughout 2023. Education leaders provided essential perspectives on how to meet the needs of “covered populations,” which includes persons with disabilities.
  • June 8, 2023 - OSEP June National TA Call: OSEP provided an overview of: 1) the criteria the Department will use to make 2023 determinations; and 2) what States should expect once determinations are issued on Wednesday, June 21 (Part C) and Friday, June 23 (Part B).
  • May 25, 2023 - OSEP Second May National TA Call: This call focused on the State Personnel Development Grant (SPDG) – it’s potential uses and challenges to applying and implementing the grant. We had small group breakouts for Special Education Directors, Part C Coordinators and 619 Leads, and other team members who would be involved in writing a SPDG application or implementing the grant.
  • May 11, 2023 - OSEP May National TA Call: Staff from OSEP, the U.S. Department of Justice (DOJ), and the National Evaluation and Technical Assistance Center for the Education of Children and Youth Who Are Neglected, Delinquent, or At-Risk (NDTAC) presented ways to improve experiences at correctional education facilities for students with disabilities. 
  • April 26, 2023 - OSEP Second April National TA Call: OSEP presented information on policy guidance documents that were released in the first half of the fiscal year from October 2022-present. Key themes included: early childhood, statewide issues regarding serving children with disabilities, and IDEA implementation issues at the LA/SEA level. 
  • April 13, 2023 - OSEP April National TA Call: OSEP provided feedback through EMAPS on the State’s FFY 2021 SPP/APR data that OSEP will consider in making the Department’s determination under IDEA Section 616(d). Jennifer Simpson (OSEP) and Kala Surprenant (Office of General Counsel) shared additional guidance regarding GEPA Section 427. Specifically, they discussed OSEP’s March 27, 2023 email to States on implementing GEPA Section 427 with subgrantees.
  • March 9, 2023 - OSEP Second March National TA Call: The National Center on Inclusion Toward Rightful Presence at SWIFT Education Center presented information on opportunities for intensive partnerships and targeted technical assistance to equitably serve students with significant cognitive disabilities.
  • March 2, 2023 - OSEP March National TA Call: This call reviewed important requirements for the completion of the FFY 2023 IDEA Part B and Part C grant applications. OSEP sent the grant application packages to States prior to the call and will also post the documents on the IDEA Website
  • February 23, 2023 - OSEP February National TA Call. OSEP hosted a panel to discuss the McKinney-Vento Homeless Education Act and IDEA. The audience learned about the Department’s National Center for Homeless Education, the rights of children and families experiencing homelessness and the intersection, coordination and implementation of McKinney-Vento and IDEA.
  • February 9, 2023 - OSEP February National TA Call on DMS 2.0. This DMS 2.0 TA call covered content, best practices and guidance for all State’s on the 8 components of general supervision, expectations and addressed any questions.

2022

  • December 08, 2022 - OSEP December National TA Call. During the December National TA call, OSEP staff discussed the FFY 2021 State Performance Plan (SPP) / Annual Performance Report (APR). 
  • November 17, 2022 - OSEP November National TA Call: OSEP conducted a second National TA call in November. The purpose of the call was to remind the field about requirements when making eligibility determinations for children suspected of having a visual impairments, including blindness, under IDEA. During the call, presenters reviewed the components of OSEP Memo 17-05 and address the continued confusion around visual impairment requirements.
  • November 10, 2022 - OSEP November National TA Call: During the first November National TA Call, the Center for IDEA Fiscal Reporting (CIFR) TA staff reviewed the regulatory foundations of IDEA Part B State set-aside funds and raise considerations for making budget decisions. When States apply for IDEA Part B subgrants, SEAs must decide how to budget State set-aside funds for administration and other state-level activities. CIFR TA staff reviewed the federal requirements for IDEA Part B state set-aside and highlight key concepts and considerations for SEAs as they budget these funds.
  • October 27, 2022 - OSEP National TA Call on DMS 2.0: This DMS 2.0 monthly TA call covered content, best practices and guidance for all State’s on the completion of the various protocols, expectations and address any questions.
  • October 13, 2022 - OSEP October National TA Call: This presentation focused on IDEA’s discipline requirements, as well as the longstanding practices that have resulted in high rates of exclusionary discipline for children with disabilities, particularly children with disabilities of color. The session included resources to support States in their effort to address the needs of students with disabilities and avoid the disparities in the use of discipline.
  • September 22, 2022 - OSEP National TA Call on DMS 2.0: This DMS 2.0 monthly TA call covered content, best practices and guidance for all State’s on the completion of the various protocols, expectations and address any questions.
  • September 8, 2022 - OSEP September National TA Call: During the September call, OSEP invited Part B, State Special Education Directors, Title I Part D State Coordinators, Local Educational Agencies (LEAs), Juvenile Justice Facilities Administrators, State Adult Correctional Facility Administrators, Juvenile Justice Advocacy Groups, Parents and Technical Assistance Support Centers to hear the latest on correctional education, collaboration, trends, challenges, and successes. Each Federal and State agencies shared information and resources to support improving educational outcomes for student with disabilities in correctional settings.
  • August 11, 2022 - OSEP August National TA Call: OSEP invited Part B, Special Education Directors, 619 Coordinators, and Part C Coordinators to hear the latest on preschool environments data, discipline guidance, and discuss the importance of coordination and collaboration. The Early Childhood Technical Assistance Center shared new tools and resources to support the inclusive preschool education programs for children with disabilities. 
  • July 14, 2022 - OSEP July National TA Call: During the July call, we heard two States discuss innovative strategies to address personnel retention challenges in IDEA Part C and Part B systems. Teams from the Connecticut Office of Early Childhood and the Georgia Department of Education shared their successes and how they are addressing challenges to retain highly qualified personnel to teach children with disabilities in their States.
  • June 9, 2022 - OSEP June National TA Call: This call provided an overview the criteria the Department will use to make 2022 determinations and what States should expect once determinations are issued on Wednesday, June 22 (Part C) and Thursday, June 23 (Part B). 
  • April 28, 2022 -  OSEP National TA Call on DMS 2.0: This call provides guidance on specific components of general supervision in coordination with our monitoring activities, or other guidance related to DMS 2.0.
  • April 14, 2022 -  This OSEP Monthly Technical Assistance Call reviewed the opportunity to clarify or correct the information submitted in its FFY 2020 SPP/APR, prior to issuing the Department’s 2022 determination for the State.
  • March 24, 2022 - OSEP National TA Call on DMS 2.0: This call was part of the Universal TA OSEP is providing for DMS 2.0, intended to provide guidance on specific puzzle pieces in coordination with our Phase I monitoring activities, or other guidance related to DMS 2.0.
  • March 10, 2022 - This  OSEP Monthly Technical Assistance Call will review the voluntary Child Find Self-Assessment (CFSA) tool for States and local educational agencies (LEAs) to assess their Child Find system under Section 619 of the Individuals with Disabilities Education Act (IDEA).

In collaboration with OSEP Funded TA Centers, OSEP annually publishes an analysis consisting of an explanation of the reported federal fiscal year indicator measures, data sources for reporting, any variations in State approaches to the reported federal fiscal year’s data collection or measurement, review of six-year trends (reported federal fiscal year and 5 years prior data) in means and ranges, patterns and trends from prior year’s data in comparison to the reported federal fiscal year’s data (including progress and slippage), other relevant indicator data comparisons, and a brief conclusions/summary of the indicator report.

The ECTA Center and DaSy Center developed an online learning module that provides key information about the COS process, and the practices that contribute to consistent and meaningful COS decision-making.

The purpose of our correspondence is threefold. First, we want to remind you of the requirements under Part B of the IDEA to provide special education and related services to eligible preschool-aged children with disabilities. Second, we want to emphasize the importance of ongoing collaboration between the State educational agency (SEA), local educational agencies (LEAs), and their Head Start program partners to effectively meet IDEA requirements and ensure the provision of a free appropriate public education (FAPE)[3] to children with disabilities. Lastly, our letter provides resources that may be helpful under both Parts B and C of the IDEA as well as Head Start to assist you in implementing high-quality early childhood programs for all children.

Early Intervention Service Delivery Models (Who is Using What? What Do They Mean?)

A national initiative with partners across early care and education working to develop indicators that address inclusive policies and practices at the state, local program leadership and early care and education environments level. The indicators will support state and local program leaders to examine and implement strategies that strengthen their capacity to provide high quality inclusive options in their communities. The goal of the initiative is to improve and increase inclusive opportunities for young children with disabilities and their families, through system and practice refinements.

The purpose of this document is to provide an overview of factors to consider when developing, implementing, and sustaining memoranda of understanding (MOUs)[2] at the State level to create a coordinated approach to service delivery to improve outcomes for young children who are at risk for or have a developmental delay or disability. While this document focuses on IDEA and Head Start programs, States may wish to consider whether MOUs with the relevant early care and education partners may be helpful to provide seamless services to young children with disabilities and their families.

This reporting Educational Environments resource is a suite of tools, with a technical guide updated with 2017-18 reporting clarifications as its foundation. State Part B data managers, 619 coordinators, local 619 personnel, technical assistance providers, and other interested parties can use the tools to help them report Educational Environments data for children ages 3-5 with disabilities as required for the OSEP Child Count and SPP/APR Indicator 6. States can use the tools as “stand-alone” materials or as a set. 

As explained in the preamble to the final regulations, these changes revise relevant regulations that implement the IDEA statutory requirements amended by the ESSA that are applicable to children with disabilities.

The RRCP Data Priority Area, Qualitative Analysis Subgroup developed this four page booklet addresses considering qualitative analysis of data, provides reasons and rationale, and discusses methods and applications as the SSIP is developed.

Introduction to Secondary Transition.

The third edition of NDTAC's Transition Toolkit brings together strategies, existing practices, and updated resources and documents on transition to enable administrators and service providers to provide high-quality transition services for children and youth moving into, through, and out of education programs within the juvenile justice system. The strategies are categorized by facility-centered activities, youth-centered activities, family-centered activities, and community/systems-centered activities across all four stages of transition.

This timeline shows the types of work based learning experiences that can occur at each grade level beginning with elementary and middle school and continuing through grades 9, 10, 11, 12, and for ages 18-21.

Engage

The Office of Special Education Programs (OSEP) at the U.S. Department of Education has instituted a new strategy to enhance collaboration opportunities with grantees and other stakeholders. This Engage OSEP site will enable OSEP to virtually bring together a variety of stakeholders to share information and to work together to improve results for infants, toddlers, children, and youth with disabilities. This site has been designed to give OSEP staff, grantees, and stakeholders a place to work together to solve complicated issues, facilitate informal knowledge sharing, exchange thoughts and ideas, and share resources, while also providing a place for collaborative creation of new knowledge.
