Based on legislation, GSA is tasked with supporting and acting as a service integrator for newly established and existing Commissions and Boards (CABs) customers. As an Agency Liaison Officer, you will be responsible for assisting in the oversight and management of Commissions and Boards (CABS) customers which includes assessing customer needs and service requirements based on each organization’s enabling legislation and coordinating those services with the appropriate GSA offices. You will serve as a program expert in the managing, developing, and administering guidance for both internal and external customers through ongoing program reviews of procedures, laws, GSA Directives, and other policy requirements. In addition, you will utilize a wide range of qualitative and quantitative methods to identify, assess, and analyze CABs processes to improve the effectiveness and efficiency of the program.
At the full performance level GS-14 the major duties of this position include, but are not limited to the following:
Assists with and performs budget planning and execution to support each client account. Ensures that clients receive support in human resources management, budget development, real estate services (i.e. assists in finding work space, entering into leases, etc.), information technology support (including establishing web sites), supplies and furniture services through the prudent deployment of CABS assets and wide use of a variety of GSA contract vehicles.
In conjunction with the OAS Financial Officer, assists in the development of a pricing methodology to ensure accurate reporting of billable hours and labor categories by the client. Verifies reimbursement for services provided. Establishes key performance indicators and performance criteria to assess CABS effectiveness and efficiency, level of customer service and satisfaction.
Oversees the development of client Service Level Agreements (SLAs). Develops marketing strategies which provide the best value for clients and the taxpayer, and ensure maximum GSA service support based on CABs customers current funding authorizations.
Assists overseeing budget data call with the Office of Management and Budget (OMB) to ensure that clients' budgets are developed and reflected in the President's annual budget. Provides technical guidance and assistance in budget development and supporting justifications for Congressional hearings.
Coordinates the development and implementation of business strategies to ensure CABS financial integrity. Prudently manages CABS resources to guard against funding shortfalls and ensure financial issues and pricing strategies are resolved. In conjunction with GSA Service providers, determine which client support services will be performed (1) by GSA’s CABS staff, (2) external contracting support, or (3) through agreements with other GSA offices.
Interfaces, as directed, with legislative staff, the Executive Office of the President, and the Committee Management Secretariat regarding new legislation for new Commissions, Boards and small agencies.

The GS-14 salary range starts at $121,316.00 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as: overseeing and managing an organization's budget operations; conducting financial review and analysis related to the program operations; providing financial advice and reporting; developing business and marketing strategy; and advising on implementation of new procedures, processes, or methods in short-/long-range strategic planning and continuing improvement initiatives.
