Family treatment courts (FTCs) are the creation of a remarkable group of judges, court professionals, child welfare workers, treatment agencies, and other partners who have recognized that they are better together. National Drug Court Month honors these creators of a new and more effective way of responding to families affected by substance use disorders. During the COVID pandemic, their shared work has continued, under very difficult conditions, to keep parents connected to their children in ways that have surpassed earlier, punitive responses to problems with drugs and alcohol.

Drug Court Month gives us all an opportunity to look back at the growth of drug courts while thoughtfully looking forward to taking these courts to the scale needed by many more families affected by substance use disorders than allowed by current resources. The evidence of effectiveness in results will help make the case for the resources needed to build on the strong working relationships developed by all the partners who are working together.

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) is seeking applications for funding under the fiscal year (FY) 2021 Family Drug Court Program for the following categories:  

  • Category 1: Establishing New Family Drug Courts ($700,000 per award) 
  • Category 2: Enhancing Family Drug Courts ($800,000 per award) 
  • Category 3: Serving Veterans Through Family Drug Courts ($500,000 per award) 
  • Category 4: State and County Family Drug Courts Expansion ($1,500,000 per award) 

This is a re-release of the previous solicitation from December 2020. Please note there are changes to the solicitation.

  1. Grants.gov Deadline: June 22, 2021  

  • Applicants will submit an SF-424 and an SF-LLL in Grants.gov at https://www.grants.gov/web/grants/register.html. To register in Grants.gov, applicants need to obtain a Data Universal Numbering System (DUNS) and System for Award Management (SAM) registration or renewal. 

  1. Application JustGrants Deadline: July 6, 2021  

  • Applicants submit the full application including attachments in JustGrants at JustGrants.usdoj.gov.

After rigorous review, the program recently selected eight FTCs as mentor courts in the PLC Program.

The Family Drug Court Training and Technical Assistance (FDC TTA) Program hosts the Family Treatment Court (FTC) Learning Academy, bringing together relevant research, information, and practice examples to respond to emergent issues in the field. This year the FTC Learning Academy is shifting to the FTC Practice Academy to emphasize that improving outcomes for families requires a change in practice. Here are the 2021 FTC Practice Academy courses:
  • May 25, 2021: Applying a Family-Centered, Problem-Solving Approach to Family Treatment Court Staffing and Court Hearings (REGISTRATION COMING SOON!)

The National Association of Drug Court Professionals (NADCP) hosts a national conference for treatment court professionals to share innovative practice and policy improvements. CFF’s theme for 2021 is Better Together: Weaving Practice and Policy to Improve Outcomes for All Families. We also know families are #bettertogether, and this is our hashtag for Rise21. The Family Treatment Court Best Practice Standards (BPS) provide local jurisdictions, states, tribes, and funders with clear practice guidance; the goal is to improve outcomes for children, parents, and families affected by SUDs and involved in child welfare.

While all BPS standards are important—both individually and collectively—we think of BPS as the overall framework for FTC. While standards such as organization, structure, and data remain vital, ensuring equity and inclusion must play a role in every FTC practice.  

Please reach out to CFF for guidance on integrating an equity and inclusion lens for your FTC.
