According to the Communication from the Commission entitled ‘Building trust in human-centric artificial intelligence’ of 4 April 2019, AI technology ‘should be developed in a way that puts people at its centre and is thus worthy of the public’s trust. This implies that AI applications should not only be consistent with the law, but also adhere to ethical principles’. The Commission document entitled ‘Ethics Guidelines for Trustworthy AI’ states that ‘the capabilities and purpose of AI systems [need to be] openly communicated, and decisions – to the extent possible – explainable to those directly and indirectly affected. Without such information, a decision cannot be duly contested’.
In view of this:
- 1.How does the Commission intend to address the ethical issue of artificial intelligence in the general government sector?
- 2.What measures will it take to ensure that the use of AI is trustworthy in the eyes of the general public?
