The Washington, DC GS-12 salary range starts at: $86,335 The GS-13 salary range starts at: $102,663

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-12, Specialized experience is demonstrated within a Government or commercial IT, telecommunications (including wireline and wireless (LAN and WAN)) or network services organization providing secure services to the organization's internal and external customers. It must include experience monitoring and evaluating wireline and/or wireless IT systems compliance with security requirements, and implementing and coordinating activities to ensure, protect, and restore IT systems, services, and capabilities. Hands-on experience with networking tools and equipment (e.g. knowledge and experience with the operations and maintenance of routers, servers and related equipment) is required. Experience within a Network Operations Center (NOC) and/or Security Operations Center (SOC) is a plus. Certifications such as CCNA, CCDP, and/or CISSP are desired.

Working knowledge of telecommunications circuit types (e.g. TDM, Ethernet), WAN services (e.g. ISDN, Ethernet, MPLS), and network routing protocols (e.g. OSPF, BGP, EIGRP) is required, as is hands-on experience with networking tools and equipment (e.g. knowledge and experience with the operations and maintenance of routers, servers and related equipment). Experience within a Network Operations Center (NOC) and/or Security Operations Center (SOC) is a plus. Certifications such as CCNA, CCDP, and/or CISSP are desired.

Knowledge of and skill in applying: the interrelationships of multiple IT specialties (such as data management, networking and network services, systems analysis, systems integration, systems administration, applications software/hardware, customer support and/or security); new IT and telecommunications developments and applications, and emerging technologies and their applications to business processes to ensure the integration of IT and telecommunications services and to develop solutions to interoperability and compatibility issues.
Comprehensive knowledge of multiple IT and telecommunications specialties, concepts, standards and methods and program and project management principles, methods and practices to address and manage a diverse array of IT and telecommunications issues and to plan, direct, bill, and effectively manage multiple complex IT and telecommunications programs and projects concurrently.
Knowledge of and skill in applying business process engineering concepts and methods to lead or conduct complex studies to identify potential improvements.
Sound knowledge of and skill in communicating orally as a customer liaison and a negotiator. Ability to address both technical and non technical personnel on technology issues and to give marketing presentations on ITC programs.
Comprehensive knowledge of written communication techniques sufficient to prepare and present briefings/reports and/or lead projects of significant importance to senior management officials.
Comprehensive knowledge of and skill in applying advanced information technology (IT) and telecommunications concepts, principles, methods, industry standards and practices to develop and interpret policies; to provide expert technical and pricing advice and guidance on critical IT and telecommunications issues; and to apply new developments to previously unsolvable problems.
Knowledge of regulations governing the acquisition and use of telecommunications in the Federal government acquisition process, in order to plan and technical accuracy and applicability of products and services furnished by the private sector.
Knowledge of types of contracts (blanket purchase agreements, multiple award contracts, etc...), and Agency and Federal acquisition and procurement management policies, procedures and regulations to provide technical advice and develop technical specifications in support of the contracting officers, evaluate contractor proposals and monitor contractor performance.
