The fundamental principles of the Colombian peace agreement, signed in November 2016, are constantly being undermined. Since Ivan Duque was elected President of Colombia, there have been reports of political persecution, of social, trade union, student and peasant leaders being murdered, and of several mass killings; hundreds have lost their lives as a result. According to news reports, the violence continues to escalate: in the first two weeks of 2021 alone, three mass killings resulted in another 13 deaths.
In the light of these developments, and in view of the Council’s answer to a question on this topic, I should like to know:
- 1.Is the Commission aware of the murders and mass killings taking place in Colombia?
- 2.Will the Commission call on the Member States to pursue diplomatic efforts with a view to ensuring that the Colombian authorities comply with and fully implement the Havana agreements that the Colombian Government entered into with the FARC?
- 3.How and where are the financial resources which the EU mobilised for Colombia to support the implementation of the peace agreement being used?
