KENNEWICK, Wash.-The Pierce County Prosecutor's Office will not file charges against former Kennewick Mayor Bill McKay after a human trafficking investigation at local massage parlors.
McKay resigned from the Kennewick City Council on Nov. 7.
Public records reveal that McKay was interviewed by Kennewick Police Detectives in March of 2023 and admitted to visiting massage parlors as part of an ongoing independent investigation into alleged sexual services being offered at the establishments.
Benton County Prosecutor Eric Eisinger's Office could not review the case for any possible charges due to a conflict of interest, since McKay donated to Eisinger's election campaign.
The case was then referred to the Pierce County Prosecutor's Office for any possible charges.
After a full review of the case, including reports, interviews, recordings and interviews with KPD Officials, the Pierce County Prosecutor's Office announced it will not be filing any charges against McKay on Dec. 20.
According to documents from the Pierce County Prosecutor's Office, McKay admitted to having sexual contact with massage parlor employees on two separate occasions, however, he denied knowing that sexual conduct would take place during the encounters.
With no cooperating witnesses or victims there is no evidence to counter McKay's claims and charges will not be filed.
