The current EU-Turkey Bilateral Preferential Trade Framework (BPTF) is built upon three instruments: the Customs Union (CU), the Coal and Steel Agreement (CSA) and the Agricultural and Fishery Trade Regime (AFTR).

In its 2016 ‘Study of the EU-Turkey Bilateral Preferential Trade Framework, including the Customs Union, and an assessment of its possible enhancement’, the Commission assessed the benefits of the trade liberalisation introduced by the BPTF and of its possible modernisation.

However, to date, the Commission has not assessed the actual impact and costs of unwinding the EU-Turkey BPTF.

In December 2020, the European Council invited the High Representative and the Commission to submit a report by March 2021 on the state of play of EU-Turkey political, economic and trade relations.
