Risk of non-compliant aircraft maintenance procedures

Aircraft Engineers International (AEI) has informed me of two serious aviation incidents in Germany, which highlight safety problems related to aircraft maintenance and the supervision of maintenance. AEI believes that maintenance procedures are not compliant with Regulation (EU) No 1321/2014 on the continuing airworthiness of aircraft and aeronautical products, parts and appliances, and on the approval of organisations and personnel involved in these tasks.

This raises concerns about the effectiveness of the implementation of the regulation, in particular Part-145.A.50, as it may lead to the inadequate verification of maintenance procedures prior to issuing certificates. Another matter of concern is the level of independence of the EU regulator vis-à-vis national aviation authorities and industry interests. Furthermore, the repetitive nature of the issue is worrisome as it may lead to major aviation incidents or accidents.

Ensuring the safety of EU passengers is fundamental. To this end, it is crucial that the EU regulator perform its tasks independently from political and industrial agendas in order to foster a safety culture that respects social and labour principles. Therefore, I would like to raise the following question:

What action will the Commission take to ensure compliance with the regulation on airworthiness as regards verification that maintenance has been performed?
