Job Description
Introduction

The successful applicant will be hired through a contractor (METI Inc.) to work with the U.S. Forest Service (USFS) Office of International Programs on international natural resource projects.
 

This position is located in the Policy unit of the U.S. Forest Service (USFS), Office of International Programs.  The individual will support planning and execution of policy meetings; and review and analyze existing policies, issues, and programs relating to international forest policy.   The individual will report to the Assistant Director for Policy, USFS International Programs. 

The Forest Service policy unit works to ensure that the U.S. forestry community’s interests are represented and reflected in policy decisions made within multilateral institutions and bilateral agreements on a range of topics, including domestic and international conservation, climate change mitigation and adaptation, forest landscape restoration, forest product trade, and forest health.  
The unit provides technical and policy input to the interagency, including U.S. Department of State, the U.S. Agency for International Development, the Office of the U.S. Trade Representative, and the U.S. Department of Commerce; and collaborates with multilateral organizations and partner organizations to promote and implement U.S. forest policy objectives.


Responsibilities
 
 
  • Analyzes and critiques complex natural resource management and protection and international market trends policies and issues affecting forests globally;
  • Participates and contributes to interagency and international dialogue by representing U.S. policy interests on international forest related issues, under the auspices of the U.S. Department of State (DOS) and in concert with other U.S. Government agencies.
  • Supports projects including preparing budgets, cost proposals, and substantive and financial management reports;
    Assists in forumulating and drafting recommendations and talking points for policy reports, briefing materials, letters and memorandums for senior level management;
  • Supports, as appropriate, intensive studies, analyses, or other deliverables related to international policies or emerging issues by applying principles of marketing, sociology, economics, and ecology to address bilateral and multilateral policy issues;
  • Provides logistical and administrative support for Forest Service delegations and visiting delegations from other countries;
    Provides recommendations to the Assistant Director for Policy on assigned areas regarding potential problems and emerging issues, matters involving policy, and appropriate courses of action;
  • Establishes, develops, and maintains effective working relationships with key partners;


Requirements

  • Degree in International Relations, International Development, Environmental Policy, or related field.
 
  • Knowledgeable of international policymaking processes. Experience working with US Department of State, international organizations, and multilateral and trade policy processes preferred.
 
  • Excellent interpersonal, diplomatic skills and ability to work effectively with individuals from diverse backgrounds and cultures in a highly visible and complex working environment, across organizational boundaries, and in settings of culture diversity is essential.
 
  • Strong program management skills.   Knowledge of and experience working on Asia Pacific Economic Cooperation (APEC) projects an advantage.

 

  • Interest in natural resource management and trade issues, and willingness and capacity to learn and develop expertise on specific topic(s) related to their portfolio.
 
  • Ability to take initiative and work with minimal supervision and direction.
 
  • Exceptional written and oral communication skills.
 
  • Ability to work in environments that require adaptability and responsiveness to time sensitive deadlines, sometimes with short turnaruond times.
 
  • Strong attention to detail, organizational and prioritization skills.
 
  • Occasional travel - Travel may be up to 25% for training, meetings and onsite visits.
 
  • Must be a U.S. Citizen or National.
