Overview

The world faces renewed uncertainty, as war comes on top of an ever-changing and persisting pandemic, now in its third year. Rising food and energy prices are a concern. Moreover, problems that predated COVID-19 have not gone away. Policy makers need to continue transforming economies to become more resilient to such global shocks. Building on recent experiences and innovations, the discussion provides an opportunity to explore options for enhancing social safety nets and health care systems to pave the way for an inclusive, sustainable, and resilient recovery that protects the most vulnerable against shocks.

Panelists

Moderator: Pierre-Olivier Gourinchas

Pierre-Olivier Gourinchas is the Economic Counsellor and the Director of Research of the IMF. He is on leave from the University of California at Berkeley where he is the S.K. and Angela Chan Professor of Global Management in the Department of Economics and at the Haas School of Business. Professor Gourinchas was the editor-in-chief of the IMF Economic Review from its creation in 2009 to 2016, the managing editor of the Journal of International Economics (2017-2019), and a co-editor of the American Economic Review (2019-2022). He is on-leave from the National Bureau of Economic Research where he was director of the International Finance and Macroeconomics program, a Research Fellow with the Center for Economic Policy Research (London) and a Fellow of the Econometric Society. Professor Gourinchas' main research interests are in international macroeconomics and finance. He is the laureate of the 2007 Bernàcer Prize for best European economist working in macroeconomics and finance under the age of 40, and of the 2008 Prix du Meilleur Jeune Economiste for best French economist under the age of 40. In 2012-2013, Professor Gourinchas was a member of the French Council of Economic Advisors to the Prime Minister.

Panelist: Markus K. Brunnermeier

Markus K. Brunnermeier is the Edwards S. Sanford Professor in the economics department at Princeton University and director of Princeton's Bendheim Center for Finance. He is a Sloan Research Fellow, fellow of the Econometric Society, Guggenheim Fellow, and the recipient of the Bernácer Prize granted for outstanding contributions in the fields of macroeconomics and finance. He is a member of several advisory groups, including to the US Congressional Budget Office, the Bank for International Settlements, and the Bundesbank as well as previously to the International Monetary Fund, the Federal Reserve of New York, the European Systemic Risk Board. His recent book “The Resilient Society” won the Prize for the 2021 best business book in German and was listed among best economics books by the Financial Times.

Panelist: Austin Demby

Demby Austin Demby is currently the Minister of Health and Sanitation for the Government of Sierra Leone. Prior to his current position, he served as the Acting Director of the Office of Global Health at the U.S. Health Resources and Services Administration (HRSA). He was a founding member of CDC’s Global AIDS Program (GAP) and contributed to the program in various capacities, leading teams that established GAP program offices in various African countries, and overseeing the CDC’s HIV/AIDS prevention, treatment and care activities in Malawi. Between 2011 and 2016, Dr. Demby was the Director and Deputy Principal for the Presidents Emergency Plan for AIDS Relief (PEPFAR), at the U.S. Department of Health and Human Services. During this time, he also played a key leadership role in the U.S. Government’s response to the Ebola outbreak in West Africa. He has held research appointments at several institutions in the UK and the US. Dr. Demby holds a doctorate degree in Clinical Microbiology from the University of London, England, a master’s degree in public health-epidemiology/biostatistics from the University of Michigan, and a Bachelor of Science degree with honors from Fourah Bay College, University of Sierra Leone.

Panelist: Mamta Murthi

Mamta Murthi is the Vice President for Human Development at the World Bank. She oversees the Global Practices for Education; Health, Nutrition, and Population; Gender; Social Protection and Jobs; as well as the Human Capital Project. Ms. Murthi has held many leadership positions at the World Bank, including as Director of Operations Policy, Director of Strategy and Operations in Infrastructure, Director of Strategy and Operations in the Africa Region, and Regional Country Director for the EU. During 1998-2000, Ms. Murthi was MacArthur Fellow for Poverty and Inequality at King’s College, Cambridge. She joined the World Bank as a Young Professional in 1995. She has a Bachelors’ Degree in Economics from St. Stephen’s College, University of Delhi and a D.Phil in Economics from the University of Oxford.

Panelist: Rodrigo Cerda

Rodrigo Cerda was Minister of Finance of Chile, January 2021 to March 2022. His public sector experience encompasses a series of senior level roles including Budget Director, and Chief Economist and Head of Advisors with the Ministry of Finance of Chile. He was a member of the board of the holding of Chilean public companies “Sistema de Empresas Públicas de Chile” and the Investment Advisory Committee for the Superintendency of Pensions. He has held positions as Associate Professor in Economics at the Pontificia Universidad Católica de Chile, as Economics Researcher and as Alternate Director at Centro de Políticas Económicas y Sociales at the Pontificia Universidad Católica de Chile. He holds a doctorate and a master's degree in economics from the University of Chicago, a master's degree in applied macroeconomics, and a commercial engineer with a major in economics from the Pontifical Catholic University of Chile.

Panelist: Khalid Ait Taleb

Khaled Taleb Khalid Ait Taleb, is the Moroccan Minister of Health since October 2019. Before assuming his current position, he has run the Hassan II University Hospital Center in Fez for 10 years, where he was the general director of the hospital and the head of its visceral surgery department. In his career, he has also held the position of Professor of Higher Education at the Faculty of Medicine of Fez. He was a member of the Committee of Experts at the Ministry of Health and the Regional Representative of the Lalla Salma Foundation – Prevention and Treatment of Cancer, the President of the Alliance of University Hospitals of Morocco, and Chairman of the Board of Directors of the Institute for Cancer Research. He holds a doctorate in medicine from the Faculty of Medicine and Pharmacy of Rabat.
