The Idaho Public Utilities Commission has ruled that electricity customers in Idaho shouldn't be forced to pay for carbon allowances in Washington state.

The commission rejected an application by Avista Utilities to modify its annual power costs adjustment mechanism to account for Idaho’s share of costs generated by Washington state’s Climate Commitment Act carbon allowances.
