The Trans-European Networks for Energy (TEN-E) Regulation sets out the procedures to plan and develop cross-border energy infrastructure and to select projects of common interest and projects of mutual interest. In line with the European Green Deal, the Commission proposal for a revised TEN-E Regulation was adopted on 15 December 2020[1].

Grids linking wind farms to shore can be within the scope of the TEN-E Regulation, if the infrastructure project meets the general and specific conditions in the regulation.

Hybrid projects (having dual functionality: interconnection and transmission of offshore renewable electricity) would generally be within the scope of the TEN-E Regulation. Radial subsea cables, which connect offshore generation to the shore of a Member State, can be within the scope in some specific cases (see Article 14 and Annex II of the TEN-E proposal).
