Amendment to Annex II of the End-of-Life Vehicles Directive

Priority question for written answer  P-001255/2021
to the Commission
Rule 138
Alexandr Vondra (ECR)

Directive 2000/53/EC on End-of-Life vehicles (ELV Directive) bans the use of lead in the EU with few exceptions. One of them has been defined in exemption 5, which allows the use of lead in vehicle starter batteries.

In 2017, due to the emergence of new technologies, the Commission split exemption 5 into two parts: 5a, which concerns personal cars and light commercial vehicles, and 5b, which covers other vehicles. Exemption 5a has also been amended and is now valid for ‘vehicles type-approved before 1 January 2019 and spare parts for these vehicles’.

Therefore, it seems exemption 5a is not valid for vehicles type-approved after 1 January 2019.
