Importance of an open mobility market as a function of MaaS

‘Mobility as a Service’ (MaaS) is a future-oriented, innovative and digital solution for better, high-quality and high-performance services and mobility for each and every citizen. In addition to the technical challenges, there are also concerns surrounding the need for competition and the functioning of the free market in the context of MaaS.
An open and free mobility market brings added value with it when it comes to sustainable mobility. Some Member States such as Finland, but also cities such as Antwerp, are leading the way in the march towards open mobility, ensuring cooperation between the public and private markets. Public and private stakeholders can be mutually beneficial, but this requires an ecosystem with open and free market access (including tickets/trips to MaaS providers).
With this in mind:
- 1.Is the Commission helping to bring about such a competition-based open mobility market between private and public stakeholders? How and with what instruments will the Commission help facilitate this?
- 2.What does the Commission intend to do in particular to assist the public transport sector in making data public, at least in so far as concerns ticketing (single tickets and season tickets) and bookings?
- 3.Does the Commission regard the Finnish approach as best practice? In what ways could this inspire other Member States?
