Ahead of and during the mission, the High Representative/Vice-President’s (HR/VP) team maintained contacts with Alexei Navalny’s close circle to convey the EU’s support.

The HR/VP conveyed his request for a meeting with Mr Navalny to his Russian counterpart, who advised that such a request needs to be addressed to the court. A senior member of delegation led by the HR/VP met with Mr Navalny’s lawyer in Moscow.

The HR/VP decided to conduct his visit to Russia to convey strong EU messages regarding the sentencing of Mr Navalny and the suppression of protests in his support.

During his meeting with Minister Lavrov, he demanded Mr Navalny’s immediate and unconditional release, as well as of all those arbitrarily detained in connection with his return to Russia. He also stressed the need for the Russian authorities to conduct a swift, impartial and transparent investigation into his poisoning.

Ahead of his mission to Russia, the HR/VP had an extensive discussion on the objectives of the mission during the Foreign Affairs Council of 25 January 2021.

He also had a phone conversation with the Ukrainian Foreign Minister Kuleba, during which he confirmed that he would convey the EU’s unchanged position in support of Ukraine’s territorial integrity and sovereignty and call for the full implementation of the Minsk agreements.
