Answer given by Mr Várhelyi on behalf of the European Commission
10.3.2021
The enclosed table (Annex 1) lists — for the past decade — payments referring to bilateral cooperation programmes funded under the EU budget having Turkey as beneficiary country.
Other than the financing instruments dedicated to pre-accession assistance (IPA I and IPA II), the list also includes payments under programmes supporting activities in different areas of relevance for the EU acquis, in particular fundamental rights[1].
The list does not include payments under the EU Facility for Refugees in Turkey, which benefit refugees directly.
For each year, data are presented by type of recipients, the latter being sub-aggregated in two categories: i) civil society organisations[2] and ii) public bodies[3]. Most of the funds paid to public bodies are used to procure services, equipment or works to private contractors.
The Commission has not provided any direct budget support to Turkey in the last 10 years, as Turkey does not fulfil the eligibility conditions.
See annex : Annex
- [1] European Instrument for Democracy and Human Rights, Development Cooperation Instrument, Instrument Contributing to Stability and Peace.
- [2] Data under this category of beneficiary include all direct management payments to non-governmental organisations having Turkey as recipient.
- [3] This includes all payments for funds implemented under the indirect management modality (Indirect Management Beneficiary Country — IMBC), as well as all payments done to pre-identified government/public bodies for funds implemented under the direct management modality.
