Digital Green Certificate: accessibility for people with disabilities

The Commission has proposed creating a Digital Green Certificate to make it easier for people to move around the EU freely during the COVID-19 pandemic. Based on the proposed features (in digital or paper format, with a QR code to make sure the certificate is secure and authentic) and according to the Commission communication, everyone in the EU will be able to benefit from it. However, disability rights campaigners are concerned that it excludes people with disabilities and creates new barriers.
- 1.Could the Commission state whether these certificates will be accessible to people with disabilities?
- 2.With regard to designing, planning and implementing these certificates, how does the Commission intend to ensure universal accessibility from the outset?
- 3.Is the Commission expecting people with disabilities and/or the organisations representing them to participate in this process from the outset?
